One of the strategies for fund raising discussed at the EAGC meeting came up when the pros and cons of building the Barry/East Side monument in phase one. Jim Miller went over the rationale for not including the Barry Road monument concluding, with a wry smile, that it just might be a reason for folks to contribute if the want that monument done. Odd. All the funds provided by KCMO will have been spent before construction of the Barry road monument has been built and that should encourage folks to ante up?

By the way. I think you can view the renderings of the various entrances at City Hall. I'd be interested in your thoughts, especially on the prototype for Forest/Hillside.

Based on Comments to last post I thought some clarification was in order.

The City Hall monuments (one on each side of the road) will cost a total of $103,586
The total length of the combined walls is 281 feet.
As a comparison the East Side and Barry is projected at 80 feet
Kerns, Potomac & West Side, 16 feet
Forest, Hillside and 76th at 8 feet.

EAGC member Slaggie commented the walls on either side of East Side at City Hall should have a slowing effect of traffic as it enters the City. (I guess what he meant was a chute like effect). As Scott commented, "it will give a sense of arrival to our community." Indeed.

EAGC Part 2

The recommendation from the EAGC to be considered by the BOA at the next meeting:

Construct monuments @ City Hall, Hillside & Forest
Total cost for the first sites=$129,878 ($103,586 City Hall, $13,146 each for Hillside & Forest)
Request bids for East Side/Barry.

The recommended "trigger" for construction start will be "$90K in the bank". Jim Miller is "confident" there will be "$115K in the account, within 7 days of BOA approval of the project", meaning donors have already signaled their commitment for contributions. Presumably this includes the $20,695 that currently resides in the EAGC account.

Another Brick in the Wall

A long meeting of the EAGC last night culminated in a recommendation for construction of a set of new monuments for WL. The wall pictured above is a sample of the look the monuments will have once constructed, natural stone with recessed grout. The cutaway allows viewers to see the construction method to be used by the construction firm. (the demo wall is at City Hall).

Bottom line, if all monuments at all sites are built, the projected cost is $303, 974. Add to that the $39, 186 already spent on design, the grand total for the project will be $343,160, subject to bids for phases as they are implemented. Subtract funds already received, $59,881 (KCMO $50,000, plus other donations) the necessary money to cover the project start to finish via contributions is $283,279.

Question in last post Comments regarding the lack of posting on the City website for the EAGC meeting tomorrow night. I don't know if the intention was to keep the meeting out of the general public eye but is it is interesting how the project has gone from a much ballyhooed project and fund raising with design options being made readily available, to the current small working group (Infrastructure) meeting during normal working hours to take the lead. Who has been getting the updates and meeting info? The EAGC members and "supporters".

When Not If

One reason to attend the EAGC meeting Tuesday night, if you are interested, is to get a final look at the monument project and the timeline it will follow. Rest assured, it isn't a matter of if the project will go forward, it is when and how. Although the EAGC is advisory in nature only to the BOA, it is a done deal on whatever the committee recommends. Why do I say that? Alderman DeJong and Mayor Bos are up to their eyeballs on the so-called Infrastructure SubCommittee which is the driving force of the EAGC. All they need is one more alderman as a positive vote, likely Hoy or Folkedahl and it is a done deal with Bos breaking a tie if that happens. Finn has been the only one skeptical at times of the project, but it is just one vote.

The biggest decision the EAGC has to make on Tuesday is the "how". The original plan was to construct the City Hall monuments plus one each at Hillside and Forest. Mostly because of Finn's questions, the inclusion of East Side and Barry in the first phase will be discussed...would make sense wouldn't it?

Speaking of "if", it seems that raising sufficient funds for the project is not a concern of the Committee, so I assume all the pledge(ers) are still on board.

Shadow Boxing

George gave a proposal to the BOA to replace the boat yard fence which is in need of replacement. The design is a cedar and steel pole construction with a "shadow box" look. Additionally the yard entrance will be moved a tad to accommodate the new monument when constructed in the vicinity. Salvaged fence from the side will be placed in the back of the yard to insure a secure perimeter for the yard. The fence will last "25 to 30 years" says George. Cost=$6,500 for materials to be installed by the City crew. Motion made and approved.

Vic "is it in the budget?" Jerry "No, but we are ok".

During Alderman Comments two piped up about road concerns. Mary described "horrible" ruts next to the roadway "at the north end of West Side Drive". The ruts ostensibly have been caused by police officers parked on traffic patrol. Dave commented on " 2 square cut outs on Rocky Point". George mentioned the cut outs will be paved as soon as the asphalt companies are back in business, nobody produces asphalt during the winter months.

Roads are a good topic to discuss. Despite a very light winter (ok, today is different) a number of City streets are showing wear. One ominous cloud on the horizon, the county road tax renewal. It sunsets next year and without it WL (and other cities) would be in a world of hurt to come up with money for streets. No indication where the county commissioners stand on this one...it would be well advised to start the lobbying now.

Prevailing Wage

Jerry reported news from the Missouri Municipal League (MML) regarding pending legislation regarding prevailing wage (a bane to the Mayor as he leads the effort for the entrance monuments). He reported a couple of bills have been introduced to eliminate or make exceptions to the current statute. Jerry mentioned he had contacted his legislator and his response was it "wasn't important".

City Attorney John added there was "strong support" for abating the requirement in the Joplin area as they try to rebuild.

Besides Joplin, don't look for any overturning of prevailing wage. Even if legislation passes my guess there are not enough votes to override a veto...which Nixon would certainly do.

Vic gave a Infrastructure Subcommittee of the Entrance Advisory Group Committee update (phew, mouthful, huh?) He said he is close to getting final pricing and possibly presenting to the BOA in March...to which Alderman Hoy exclaimed, "Oh good!". Good indeed.

Alerting all EAGC members. Clear your calendars for a possible meeting before the next BOA. You will have to make a recommendation that can be presented to the BOA so kickoff of fund raising can begin. This notice is in lieu of any formal communication from the Infrastructure Subcommittee.

Mr Chris Shahbazi presented himself to the Board to discuss a proposal he is making to the City (Shabazi is a property owner in WL (unimproved lot) not a resident as identified by Mary Hoy in her meeting notes). Shahbazi has a solar energy company (he did not identify the company name) and would like to convert City Hall to solar energy via solar panels. He projects the City could save $100 to $125 a month and actually sell excess energy produced back to KCPL.

The devil is in the details. The cost of the panels and installation could be up to $60,000. According to Mr Shahbazi there is a federal "rebate" that would amount to $20,000. The other $40,000? He would donate to the City. Vic, "what posses you to donate $40,000?" The promise/hope of gaining private homes at the lake of converting to solar.

Shahbazi said he has already installed panels on City Hall for the Village of Oakview, MO, a small burg off of Oak in Gladstone, apparently they are taking advantage of the deal. His company is located in the area. Contractual details need to be reviewed by the City Attorney, John said he had compiled "a list" during the discussion.

Outcome? Mayor Bos, says we should "get a little group, get some people to kinda look a this". Mary says in her notes a Committee will be formed, although that was not mentioned specifically at the BOA, maybe that was decided after the meeting was over. In any event nothing formal, we shall see at next BOA meeting.

WLIC Buys Patrol Boat

WLIC officials have confirmed the purchase of a used patrol boat from Texas in order to step up the effort to catch trespassers and prevent the introduction of zebra mussels into the lake. An official launch date will be announced after the completion of the C Point renovation.

George announced a test by KCMO Water being conducted today from 6AM to 8PM. The water tower will be topped off prior to the intake being shut off, and for the following 14 hours the water system will be run off the tower. It is a test prior to the replacement of intake valves for the system at the Big Mo scheduled for this summer. While no problems are anticipated, it is possible there might be low water pressure in the evening hours. What if a fire occurs? The system can be bypassed to insure the supply of water to fight a house fire, so says George.

1)How do I get in on the buying of surplus or unwanted City equipment?
2) If the City didn't take bids, how do they know they got the best deal?
3)When is the City required to take bids?

Coming off a week of work group meetings, it's good to be back home. Most of you have been through the drill, meetings all day followed by group dinners in the evening, it is just difficult to avoid business discussions until your head hits the pillow. That is business.
Today's KC Star describes an effort by Shawnee County District Attorney Chad Taylor to investigate alleged violations of the KS open meetings act by the governor and Republican legislators during "dinners". Prediction: nothing will happen but those involved will be chastened to be more careful during the dinner chitchat, especially when they have a quorum of legislators. It may seem an unreasonable law especially by those of us who have been participants on the rubber chicken circuit. But that is the point, this isn't business, it is government which has a separate set of laws which are not optional. So despite the inconvenience, the so called Sunshine Laws must be complied with...something lost at times at the local level. It's not a club, not a business, it's government

Big news and covered in the media (including Cincinnati where I am in meetings) was the commitment of Dorial Green-Beckham of Springfield to play football at Mizzou. fan or Okay, you may not be a college football fan, or might even be a JHawk (we have one in our house), but you have to marvel at his story. It reminds me of Michael Oher, offensive tackle of the Baltimore Ravens and his story in the movie "The Blindside". Hope the kid keeps his head screwed on right and has a successful college career with the Tigers.

On break at a business meeting yesterday, an associate of mine said, I've got to come to KC! I smiled thinking he had selected me as his mentor...not. He pulled out of his computer bag the November issue of The Atlantic and pointed to an article highlighting the Kauffman Center. It was a glowing review, high praise from a highbrow mag. Jim mentioned a friend from VA had already journed to KC to attend an event at the Center...nice.

News outlets in Kansas City recently reported an effort in Lees Summit to slow down errant speeders by using a mannequin in a strategically placed cop-mobile. The mannequin, "Officer Huff", apparently has been effective in making local leadfoots lay off the gas a bit. Got me to thinking as I watched our neighborhood speeder cruise past our drive, phone in hand, mashing the gas pedal...my estimate 40mph+. ( I do appreciate good engineering as his Lexus only leaves a "whooosh" as it glides by).

Now I'm not one to take the law into my own hands (vigilante?) but something should be done. Then it struck me. Why not do my own version of Huff, WL style? I'm just roundtabling at the moment...and I'm sure he doesn't read the blog...so this is just between you and me. What if I positioned our SUV in a private drive on his route down Potomac, a stakeout, no less. At the appointed time, as I see him approach, I lower the window and point my speed gun at him...okay, it isn't really a radar unit, it is my hair dryer. He wouldn't know that because he is a speeding, distracted driver (oh yeah, he has a radar detector too). His brain kicks in just as he sees me "gun" him, WTF! as he throws out the anchor.

That's it, no sirens, no flashing lights, no chase...just the satisfaction of seeing the panic on his face? I know we have a couple of readers who are attorneys, would that be impersonating a law officer on my part? Nah, I didn't think so. I bet this would work on East Side as well. We could have an entire corps of volunteers.

From Bubba's stoop out back one can see the latest phase of the C Point redo...the old potties are gone, bulldozed into oblivion and the road leading to the pavilion removed as well. Watched as a car maneuvered around the barricade blocking access to the construction area, might not be the smartest thing in the world to do.

"Once In A Lifetime Deal"

Thus describes Committee Chair Jim Miller, as he reflects on the EAGC project. Citing the end result will "be there forever" he opined the current projected costs were closer to $300,000 than the original "$500,000 to $600,000 range" in the beginning. Regarding design costs ($40,000) "some would say is extraordinarily high" he offered it was a "volunteer project", the bidding process was "interesting" and it took three rounds of bids.

The next step is to get the design team together to choose rock facing, with a possible full EAGC meeting prior to the March BOA with recommendation for the BOA in March.

Then the Curve Ball.

Alderman Finn, from the peanut gallery, asked if there could be questions/comments from the public. At this point what could they do...say no to an alderman? Basically her question was...what about Barry and Eastside? Why wasn't it part of the first phase? Plenty of discussion followed. The basic response was when the project started it was assumed Barry would not be complete as construction was ready to go. That was over three years ago. Even though the project dragged on and Barry finally got untracked the original plan was not changed to include the latest round of RFP which did not bid out the Barry/Eastside site. Too bad because now, if they decide to include Barry/Eastside, they need design and a bid, in all likelihood.

So, the Infrastructure Sub is left to scramble with the issue of adding Barry/Eastside to the first phase. Likelihood is, when the full EAGC is convened, there will be an A or B choice, one with BE and one without in the first phase. March BOA could still be done, my bet it will be April.

The Infrastructure Committee met last Friday morning @ 8AM with 6 of 9 Sub members present (Surma, Grasis, DeJong, Miller, Bos, Stockwell) and 4 folks in the audience (Stockwell, Finn, Lawrence, me). Meeting lasted 1hr and 40 minutes.

Long discussion about submitted bids, Vic guided the discussion by reviewing a matrix "Entrance Monument Bid Cost Results" Kudos to Vic for making sense out of a very complicated RFP and responses to that RFP.

Bottom line, the 8 monuments are projected to cost $267,649. This is probably low as they have received bids only for the first 4, two at City Hall, one at Hillside, one at Forest. The others will have to be bid in the next phase...but more on that. The bids for the aforementioned came to $130,557, so the projected cost for the entire project is based off of those costs.

After all is said and done, almost $40,000 will have been spent on plans/planning.

KC Star today announces a new policy @ KCI for those waiting to pick up passengers. The long term parking lot A has been designated as a so called "Cell Lot", two hours max, no charge. You still might take the Aviation Department's advice, use the Marriott parking lot...closer and if nature calls during a prolonged wait you can trot right in and use the potty.

If you park in the garages across from the terminals you will have noticed an increase in parking fees...here is the scoop from the Department:

"Thank you for your e-mail sent from our website at www.flykci.com. We appreciate your use of our website, and your interest in the Kansas City International Airport.
The maximum daily rate for garage parking went from 20.00/day to 22.00/day. This is the only rate increase.

"The Water Services Department is the hellhole of Kansas City Government." Ouch. It is also the ultimate supplier of of water and sewer to WL. The editorial describes the man hired to save the department, Bill Downey, who has been hired as a consultant at $250 an hour to fix the mess. Why should we care? Couple of reasons.

#1) the dawdling KCMO has exhibited in upgrading the East & West lift stations. In my opinion, ticking time bombs that we have been unusually lenient in tolerating. We, WLIC and the City, talk a good story but carry no big stick. Thus the yearly promises of action with little or no improvement. We still have the potential of becoming one big cesspool for KCMO.

#2) KCMO City Manager has proposed "an eyepopping" rate increase of 17% for sewer and 12% for water for 2012. You might recall WL just increased rates to catch up to the previous two years the city decided to not pass along KCMO increases. Frankly dumb...as admitted by Mayor Bos (he actually said "stupid"). Will WL jack the rates again? KCMO itself is in a catch-up mode, facing a $2.5 billion mandated upgrade of the sewer system.

I need a drink...of water.

I do consider myself a self-appointed moonlighting aficionado of tamales. Yep, you read right, tamales. Those little Mexican entrees wrapped up in a corn husk wrapper. (Novices take heed, you do not eat the wrapper) I have been to lots of dives in south Texas and of course more than I can count in Mexico (I have driven south to north in Mexico, but that is a story for another time). Why am I establishing my credentials? I am about to pronounce my "best of" and it is right here in Platte County, Tiffany Springs to be exact.

I have tried the tamales a number of times, they are consistently delicious, perfect. If you have never tried a tamale, these will spoil you. If you have had tamales somewhere else...well, you be the judge. Two choices, pork or chicken, both are very good, I like the pork best.

Amity & Barry & Eastside is a good/bad spot for a wreck. Two different folks have reported three accidents in the last three weeks, including one earlier this week. KCMO running radar across from Forest yesterday morning, tough to keep 25 mph on the downhill on Barry.

You can request the approved December minutes from the WLIC office. Highlights include:

Newly elected board member Tom Urbaniak submitted his resignation from the board. He is being deployed to Afghanistan for one year.
Member Bonnie Van Cleave requested permission to place a bee hive on WLIC property below the dam. Consensus of the board was to decline permission. Same discussion about Peret Property, and permission was also declined.
U-Cove received a significant amount of silt during a rain event in early December. Mr Ennett "had observed runoff water downstream of the KCMO construction and it was muddy".
Mr Henke reported the miscellaneous expense of the P&L statement "is the write off to reconcile the Costello settlement payment."

Monument(al) Meeting

Posted on the WL web site, a meeting notice for the EAGC "Infrastructure Committee". The posting marks the first time this subcommittee has posted a meeting on the web...could it be public comments at the BOA meetings are being taken to heart?...nah.

This is the power group led by Jim Miller, Jerry Bos and Vic DeJong which has been the driving force to keep the project on life support, suffering through a series of failed RFPs.

At least they are consistent, scheduling the meetings during normal working hours making it difficult for working stiffs to attend.

This should be a critical meeting as they discuss the recent bid process and how to proceed. The meeting is this Friday, 8AM, City Hall. Your are cordially invited to attend.

A couple of readers questioned the post regarding the selling of one of the city's diesel trucks (Gassed). Specifically, the process of selling a truck without taking competitive bids, just up and taking an offer from a private concern. Interesting point. If you follow the blog you already know the trials and tribulations of the EAGC and the bidding process for the entrance monuments. Yet the Mayor, Aldermen and City Attorney are all fine with selling the truck in a flash.

Another example of the bidding process at City Hall in the past was the sale of abandoned property in the boat lot. The City took sealed bids and awarded the property to the highest bidders. How is the sale of the diesel truck different? I don't know (despite being an "insider" as one reader asserted).

Is it possible state law was broken in the process? Possible. It's a continuing challenge for the current administration and board to understand that running a city is different than running a lawn mowing company (the lawn mowing analogy was used by former Mayor Mike Henderson to describe how he would run the city).

As long as no one is watching it isn't a problem. Mow on.

Hopefully you didn't plan to jump in line today to file for WL office...you would be sorely disappointed and dare I say pissed...because the City office is closed today, MLK Day (as pointed out to me by some readers). It will be open manana, so I guess you good get in line early like lining up for a Black Friday special @ Walmart.

My employer doesn't give us today off, unless I chose to take a personal day...so that is my excuse for the miss and I'm sticking to it.

So is garbage collection still on Friday? What do you think?

Been traveling this week, so had a couple of gaps in posting. Today's Star has a front page article about "KCI's Well Kept Secret" which you might find irritating and amusing. Take a gander. It summarizes the frustrations of some of us who pick up family/visitors who arrive at MCI. Gone are the days when you could park free for 30 minutes adjacent to the terminal to pick a person up. Instead, as you know, you do the circling thing as you wait for your pickup to make it to the curb. (Seems the airport police have gotten more aggressive lately in moving you along unless you have your pickup at the curb and hustling into the car).

Most of the airports I travel through have so-called cellphone lots to accommodate picking up guests. This week while traveling through DEN (the airport code is not DIA as noted in the Star article) it was three quarters full as we passed it on the way to the terminal. Convenient. Turns out you can do the same at KCI if you park at one of the economy lots which allows up to one hour for free...that is the secret. According to Tom McKenna, the marketing director at MCI, "there's little reason for it", it being a cellphone lot. McKenna mentions airport director Mark VanLoh's position that he has "strong opinions about not having cellphone lots".

Their solution? Hold up at the airport Marriott, the Conoco gas station or Zona Rosa. Really. The Marriott has got to love that. Van Loh's plan to build a new terminal would solve that, being a stone's throw away from WL. They could add WL as another potential waiting spot, just bring your thank you notes along to help you bid your time for the summoning call.

Among other things, the organizers hope to "create jobs" with the money raised. Really. The organizers are using the KC Zoo tax (1/8 cent sales tax) as a template to generate funds/funding.

Article about a "new neighborhood" (Cider Mill Ridge) at the National touting "affordable single-family homes". They say the homes start from $219,000 to $309,000. Competition for West Ridge? You bet. The blurb mentions there are "only 63 home sites" in phase one...just happens to match the number of lots in WR. They are throwing in a 2 year membership @ the Y as well. Interesting. What are the prospects of WR building out? Not good, at least in the foreseeable future. Tear downs and rebuilds have been the mode here lately. Concurrently a number of folks have mentioned to me the increase in rental properties at the lake as people move out...maybe it is the slow housing economy.

Police Report
Chief Gary responded to a question from the public regarding the outcome of the request for purchase of new police radios (a special BOA meeting was held to authorize the purchase). He had requested 8 portable radios and three mobile radios, the BOA approved 8 portable radios and 1 mobile radio. Gary said he would "try to get by" with the one mobile as opposed to the three he had requested.

Puzzling. The BOA/Mayor had set aside $75,000 last year for the purchase of the radios. The Chief had projected the cost of his request at $49,500 and the actual cost came in at $47,000. He found a mobile model with less features costing $3,700 rather than the original $6,500 per radio. So what is the deal? It can't be money, the purchase cost is substantially below money set aside. The BOA popped what will be an extra $13,000, not budgeted, for the purchase of a Public Works truck...with virtually no discussion. The Mayor, Gary's boss, remained mum during the explanation of the radios by Gary.

As you know, we don't have bus service in WL...but if we did, it appears Chief Gary would be seriously lodged beneath one.

The new and improved rules for the Community Center (CC) came up for a vote again, taking up the biggest chunk of time for the evening and blowing Mary's hope for a short meeting. The major bone of contention was the inclusion of a requirement for all renters to show proof of liability insurance before being able to rent the facility. Typically this would be done by getting a certificate of coverage from your homeowners insurance. Renters are already required to make a refundable deposit of $200. Rather than give you the entire discussion, which ranged from the ridiculous to the sublime, I will give you the bottom line:

Mary and Dave were for the inclusion of the insurance requirement, Vic and Tanya were not. Tie vote. Tie breaker goes to Jerry for the second time during his reign of mayor. After some rambling (kind of like a drunk trying to walk a straight line) he cast his vote with Vic and Tanya, eliminating the proposed proof of insurance requirement. The motion regarding the insurance was a bit jacked up, causing the Attorney to intercede twice to clarify a Yes or No vote.

The whole idea apparently stemmed from one incident of damage in the men's room that exceeded the rental deposit.

The idea is to sell the truck and buy a new one (gas not diesel) costing the City $12,640 in addition to the proceeds from the sale. Open Mic-Aldermen Comments:
Mary-Questioned the status of the repair/replacement of the boat lot fence (this has been lingering for months). George responded he was considering a "shadow box, wood" replacement". He forecasted Spring, "if we want to spend the money"

Time out for editorial comment...I have two boats in the storage lot and pay plenty ($110x2) for the privilege. The City took in $24,000 in 2011 for boat storage. Where does the money go? Into the general fund. Prior to Jerry the funds were segregated for improvements to the lot...not anymore. Not hard to understand why folks would rather keep their boats in their yards when the City fails to maintain the boat yard.

Mary mentioned the Pachyderm meeting (tonight) with Van Loh from the Airport Authority.

Dave pointed out,despite their communication when the contract was finalized, Allied Waste (Republic) did not pick up on Friday as anticipated...assume pick up will occur on Saturday this week as well.

Tanya suggested Van Loh be invited to a public meeting @ CC to discuss the airport plans...wouldn't cost $15 like the meeting at the Pachyderm club.

Jerry's comment on Tanya's comment (still following?)...began with an analogy of Fenway Park and the small seats (Attorney Scott confirmed they were 14" wide)...Jerry's round about way of saying some things were "sacred" and the airport plans should reflect "common sense". Apparently he is not a fan of the new terminal plans, but he added because we didn't live in KCMO it wasn't our fight...must not be aware that all of us will pay because the revenue for the airport comes from "users".

Another meeting that seemed to be in slow motion, it is good it is a once a month affair, for the most part.

Mayor's Comments
Jerry mentioned he thought everyone "was up to speed" on Barry Road. The Platte County portion will close at some point in the spring for final touches with the goal of opening up for good by April.

The Mayor was asked about the EAGC email to "supporters" (see "exciting news" post below). Jerry didn't have much to say other than it was intended to demonstrate to the "$50,000" donor(s) that the project was still viable. When asked about the "further quotes" being obtained, he mentioned the current bids did not meet the goal of a finished monument, thus having to seek additional bids. Apparently they are not requesting bids through the RFP process, rationale being the poor response to the previous RFP. The City Attorney (Scott sitting in for John) remained silent...interesting.

The entire process seems to be in quicksand, every move causes the project to sink a little deeper. Later in the discussion of Financials, Jerry pointed out $26,000 has been spent by the EAGC/City already, with another round of bids not turning up a feasible solution.

Benefactors? Let's say they are holding back a bit. Despite an email from the EAGC reminding potential donors of the opportunity to make a donation at the end of the year (and get a tax write off) the response was underwhelming to say the least. How much did they get in contributions in December?

Zero.

Thus starts an email recently sent by EAG Communications Leader Kristy Lawrence to "Entrance Project Supporters".

"The Entrance Project RFP was published for four different construction categories of the monuments for Eastside at City Hall, Forest and Hillside, with bids due on November 28. The response was favorable, and the Infrastructure Committee met on Monday, December 12, to evaluate the bids received. While there are still a number of questions regarding details of the work and some further quotes to obtain, the Committee is confident that the project is viable and will prepare a recommendation for the City to review.

Once the recommendation is complete, an EAG meeting will be scheduled to view the results. The target goal is to present the proposal to the BOA early in 2012 to seek City approval.

We look forward to the New Year with a fresh image of our city, and hope that you share in the excitement!"

I'm not sure you could say the response to the RFP was "favorable" in that 19 bid packets were picked up but really only one bid received could even be termed close to complete...and then it did not include signage or landscape. How can the EAG can seek "further quotes" unless they are intending on opening the bid process again? Guess we will have to wait till the next BOA tomorrow night.

Some non-hub cities are really struggling, take a look at St Louis, Memphis and Cincinnati. The downhill slide for CVG has been nothing but stunning if not sad. Couldn't happen here, right?

Don't know if you read the article "KCI's Trouble Waters". Seems to be part of a well orchestrated effort by aviation director Mark VanLoh to justify the building of a new airport terminal. The gist of the article cites the runoff of deicer into the pond by the Marriott and the hazard it poses.

The Star identifies Ms Hinkle as a "member of an airport committee in nearby Weatherby Lake". (Gee, when was the last time that committee met?) Not sure of the connection with our committee and the deicer situation, but then I might not see the dots.

The whole new airport discussion is a head scratcher. Previous comments have extolled the benefits for travelers and the need for a single terminal. Those of us who travel (100K this year for me, Bubba has way more) wonder what the heck could make KCI better...it seems just fine.

The Christmas Lighting contest was again dominated by hip west siders.
Jack and Sharon VanCleave on Potomac Avenue nabbed the First Place trophy, after a considerable amount of lobbying and purported playoffs to certain judges. Congratulations!

There was a three way tie for 2nd place, the Starks (my favorite), right across the street from the VanCleaves on Potomac, the Turners on Venita (former 1st place winners), and the lone East side winner, the Penns on NW 75th Terrace.

Multiple Choice/Fill in the Blank Template for the WL Monument Project

Dear (Jerry, Mary, Vic, Dave, Tanya, or all),

I am (satisfied/disgusted) regarding your role in the monument project. I feel three years is (adequate/unreasonable) to plan the project and hope construction (begins/never begins) in 2012. Do you know when the original monument at Barry Road and Eastside Drive will be built? I (care/don’t care) if that monument is not built first. Likewise it (doesn’t/does) concern me that half of the money for replacement of the original monuments has already been spent with not one monument being constructed. Because the 19 member Entrance Advisory Group Committee is advisory in nature, I think you (should/should not) take a more active role in spending tax payers money. Because there is no specific line item in the 2012 city budget, could you (tell me/estimate) how much the entire project will cost, including the maintenance costs for the new monuments?

I (do/do not) believe all of the existing monuments need to be replaced. It (does/does not) make sense to move forward with the project as it is currently proposed. I think it is (important/not important) that the impetus for the project is the ability for donors to get a tax write off for their donations. I (will, will not) donate for the project, and hope you do the same. Finally, I (hope/don’t care) that you go on the record at the next BOA regarding your position of the project.

From Platte County

Winter weather has finally caught up with the project to the point the contractor can no longer be productive for an entire week. Therefore, the roadway is being prepared to allow for the return of traffic temporarily through the winter. When temporary traffic signs have been installed the roadway will be reopened - please observe and obey all posted warning signs.
The roadway will be closed again for several weeks in Spring 2012 to allow the contractor to complete the remaining tasks. Updates, mailings, and press releases will be used to notify the public a few weeks in advance of the road closure giving them time to establish alternate routes of travel until the road is opened permanently.

Bids for Monuments
That's the price tag from one bidder that includes the City Hall monument, "without or emblem" from the only bidder that included both a base and rock monument. The way the bid was submitted it really needs some serious "negotiations/clarifications" making me wonder if it is a credible bid at all. So really the EAGC is stuck with a bid that is questionable and not complete because it does not include signage or landscape.

Since then it has been the BOA approving bill payments, usually without discussion for EAGC expenditures. Alderman Finn has been the only one, on occasion, to ask questions. The 19 member super committee appointed by Jerry and confirmed by the BOA has met infrequently. The power group has been the "Infrastructure Sub-Committee", driven mainly by Bos, Alderman DeJong, and Jim Miller. Their meetings/discussions have been mainly out of the public eye and EAGC for that matter.

Three years later? Another round of failed RFPs and half of the money KCMO gave to the City gone. No monument at Eastside and Barry and no definitive plans to do so. Where is all the money promised and pledged? How confident would you be for this crew to manage your "donation"?

Tomorrow, the folly continues. The bid results, read em and weep.

Monument Update
Well, there wasn't one, at least Jerry didn't intend on giving one. Nothing on the agenda, (no mention in his EWLL December piece).

So, during public comments, when a citizen asked about an EAGC update, Jerry reminded everyone Jim Miller, EAGC chair, had just given his update a couple of weeks ago. So, what were the results of the bids for the monuments that were opened on November 28th? It was quite apparent Jerry didn't want to go there.

The good news, there were 19 individuals/companies that picked up RFP packets. The bad news is there were only three that submitted bids...and the results are...we will get to that.

In the meantime $26,000 has been spent on what is now a full fledged fiasco. The $50,000 given by Kansas City is almost half gone with nothing to show for it...and not even a thought about replacing the original monument at Barry and Eastside Squandering of tax payer money? Squander might be a gentle description

Who is to blame? More tomorrow.

Us working stiffs had to work so I think it is safe to say there wasn't much public about the meeting yesterday @ Mary's house...maybe Don was there. I do know the BOA voted to approve around $49,000 for the police radios. It looks a little low based on Gary's comments at the last BOA regarding peripherals to include batteries, chargers, etc. Did something come off Gary's Christmas list? Don't know, guess we will have to wait until next BOA to ask. By The Way...amend the last question, strike Christmas and substitute the word "Holiday" instead. We all know government cannot celebrate Christ mas.

New Rules & Regulations & Applications for the Use of the City's Community Center

City Clerk Gwen led the discussion regarding the new ordinance (the draft was written by Assistant Clerk Nan, Gwen and City Treasurer Marianne Ennett). She mentioned the intention of the ordinance would "make it (CC) more of a business venture" New to the rental contract is a requirement that the renter provide proof of "General Liability Insurance in a sum no less than One Hundred Thousand Dollars ($100,000). Said letter to be deposited with the City no later than (2) months prior to rental date". Gwen mentioned they had checked other cities "Gladstone and other places" and this requirement was quite common.

What spurred the addition of the insurance requirement? Apparently there has been at least one incident (men's restroom) where damage occurred in excess of the deposit ($200). Asked if we are able to recover the amount over the deposit Gwen responded "sometimes".

Discussion focused on the ease of obtaining said insurance. City Attorney John believed that most can obtain statement/coverage through their homeowners policy at no extra cost. Question came up...what if the individual is not a homeowner, but rents an apartment? How costly would it be to buy insurance for an event? Not asked during the meeting, but just a thought...what about community organizations/clubs like Womens's, Yacht, and others who might rent, does one of the members have to obtain the insurance on behalf of the club? Will this additional requirement discourage potential renters?

Special Board Meeting of the WL BOA

Posted on the City website, a Special Board Meeting has been called for Monday, December 12th, 1:30 PM at Alderman Hoy's home. As usual, the crew insists on having meetings during the time that most working folks are at work, so much for being public servants. Add to that a meeting at a private residence, interesting. Although not mentioned publicly at the BOA meeting, apparently Mary is recovering from back surgery on the 29th (from Don Hoy's Facebook wall). Unless there is a lack of quorum there really isn't a need to have Mary's presence unless...

What is the need for the meeting anyway? The agenda lists only "Motion to authorize the placing of an order for new radios for the Weatherby Lake Police Dept". Could there be an alderman or two who has an issue with the radio order? None was expressed at the last BOA.

Sunshine...no, not the weather forecast, the so called Sunshine Law. The Mayor and Aldermen can't tarry and have Christmas cookies and chit-chat lest they drift into casual discussion about all things City, they are limited to the items on the agenda only. Get a "go cup" for that eggnog and hit the road. No, it isn't the Grinch, it is Missouri State statute.

Long discussion regarding the purchase of new police radios. Fed requirement by 2013 which requires all rescue/fire/police to comply. It is not cheap. Proposal is for 8 radios, could cost anywhere from $45,000 and higher. Money ($75,000) has been set aside from the telephone companies settlement received over the past two years. Looks like a special meeting prior to years end will be called to authorize the final purchase.

Back to the grindstone. Ms Hoy was absent, Mr Folkedahl present as the meeting began @ 7PM with Mayor's comments, and as noted on the Agenda, his update on Barry Road.

Well there is no update, other than what you already know. Construction is proceeding as weather permits, sidewalks and retaining walls are being completed. Jerry mentioned George has been talking with Platte County and they are being cautious about saying just when the road might open, even temporarily if there is a hiatus due to weather. To quote the Mayor, "they are working hard".

A "Re-remind" to the BOA, December 17th, 6:30, City Hall, the rally spot for the judging of Christmas decorations in the City. Post judging bash @ the Mayor's house.
Jerry: "Who is in the contest?"

Discussion followed on the enormity of the task, Mayor requested Finn and DeJong to scout their respective wards for best in class to narrow down homes to view. My advice is to lobby with Finn and DeJong immediately and often (they are in the phone book) if you even want a chance to win the coveted first place trophy. (Jack, Tanya already has you on her list) My belief any inducements would be considered.

Speaking of Christmas (oh, is that legal to have in the same line as City?), the City employee Christmas party is being held @ the CC on Monday the 12th @ 11AM. HoHoHo

The roar was unmistakable, a huge plane was violating WL airspace. Time, 1548. I'm scrambling to find the phone number of anyone on the WL Airport Noise Committee, dang, coming up short. In desperation I ran outside to hopefully get a glimpse of the offending aircraft and get an id...Delta? AA? United?

Tomorrow is the City sponsored shredding and drug event @ City Hall, 9AM to 12 noon. If you didn't read the mailing, in addition to the shredding opportunity there will also be the WL cops on hand to take your unused/out of date/unwanted pharmaceuticals, both human and pet products. "Illicit drugs, such as marijuana, methamphetamine and heroin also will not be accepted" My suggestion is you dispose/burn your marijuana in the privacy of your home.

"Dear Entrance Project Supporters,

We are excited to announce that the re-design for the City Entrance Project has been completed and new bids have been published, with a bid deadline ofNovember 28. This initial bid package includes the specs for 3 entrances; Eastside by City Hall, Forest, and Hillside.

Following the deadline, our Infrastructure Committee will meet to review the bids and decide on the next steps. If we receive bids that our Committee believes are feasible, an EAG meeting will be scheduled to discuss the results and decide on a recommendation to take to the Board of Aldermen for City Council approval.

It has been our plan to reserve pledge requests until after Council approval. However, we do not know if we can reach that goal before the end of 2011. Should any donors feel confident enough in our progress prior to year end, or have any tax considerations that might be of benefit in 2011, we would welcome pledge donations at any time. Otherwise, following Council approval, we will begin pledge fulfillment and commence with construction in 2012.

City renewed its agreement to participate in the MARC Hazardous Waste Program, at the cost of $1.04 per household per year, a real bargain (Mary should be ok with the fact our drop in population has at least one benefit). Protect our lake, land and landfills, dispose of old gas, oil etc., properly. I'll be making my run to Deramus in a week or so as I drop off the old gas from my fleet of boats. It's quick, easy. During the Public Works discussion George mentioned a problem the department had to deal with...water in one of the trucks diesel fuel. They have asked for an investigation of the source of the fuel (Conoco) with no results as of the BOA meeting. Short of bad fuel, George has no idea how water could have gotten in the diesel fuel, "we just don't know". The vehicle is in the City shed when not in use so it isn't readily available for mischief. Cost to the City (you/me), $4,400. Ouch.

Just back from my Turkey Trot to CO, good food & family. Gathered my accumulated newspapers to see what I missed in KC during our absence. This news item caught my attention:

Guess our neighbors way south in Gardner, KS had a tiff after a council meeting discussion over the purchase of video equipment, the purpose being to record city council meetings. Appears one alderman told another to "shut up" during the meeting...which eventually led to an assault in a driveway...apparently caught live by video on a phone. wow.

I have wondered from time to time if our proceedings in WL would be different if taped or broadcast. Some cities in the metro do one or both (Parkville, for example). I have caught their council meetings while channel surfing, and other than my occasional urge to watch paint dry, have quickly hit the button to proceed. Councilman Fotovich in Gardner questioned if his fellow councilman Pugh would "behave differently if the public was watching". Guess it could go both ways...some might act out while others might clam up. Might be interesting. In the meantime, our monthly meetings are the model of civility, witnessed by me and Kathy and an occasional Eagle Scout. Last word to Councilman Pugh:

"Being an elected official is a thankless job and you cannot make all the people happy all the time"

From Platte County update:

The contractor plans to continue working into the winter months as long as the weather will permit. Please keep in mind that this active construction site is closed to thru traffic for the safety of both the workers and the public. Should we determine that the weather will cause work to cease for an extended period of time the roadway may be temporarily opened for public use and then closed again in the spring allowing the contractor to complete the project. We will keep you advised of this situation through these updates and separate mailings/press releases.

This refers to piece of Barry Road between Potomac and Arcola. It could be driven now, the road has the initial overlay completed and curbs in...

Observations by Jerry/Mary
During the budget discussion in regards to revenue for building permits, Jerry mentioned builder John Gray has filed a building permit on behalf of Ms James on Hillside and signaled his intentions to build two more homes in WestRidge...a mini-boom in a manner of speaking. Jerry surmised that the construction of the Cerner corporate office at the racetrack might add to interest in building homes in WL...that might be a big stretch.

Mary Hoy observed the revenue streams from various taxes are calculated on population (referring back to the last census and the minute loss of WL population. A call to arms (well, maybe different body parts) to all fertile adults in WL to share the love, literally, so our population gets back on track. A patriotic duty if you will. Bubba has mentioned his availability...the blog take no responsibility for his actions.

Alderman Finn asked the City Clerk when filing begins for municipal elections next April. Answer: December 13th 8AM and closing on the 17th of January. Translation: There are three spots to be filled, one alderman on each side of the lake and Mayor. Regarding last post, when the recommendations from the EAGC reach the BOA, it is possible one/some/all may not be around after April. They could saddle incoming aldermen/mayor with a decision that they might not have made. Election issue? Would be interesting to see where all the candidates, assuming we have anybody running, stand regarding the monuments.

The Monuments
A couple of the Comments stimulated some reflection on my part...so here they are.
The destruction/construction/reconstruction of Barry Road was the impetus for this monument situation. The entrance monuments at Barry and Eastside/Forest/Hillside had to be removed for the new road, regrettable but it happened. KCMO as part of the consideration for the project offered $50,000 in part to make amends for the loss of the monuments. Jerry Bos and the BOA agreed and signed the cooperative agreement with KCMO. Hindsight might say KCMO took us to the cleaners based on the fact that replacement of those three would certainly amount to more than $50,000...but we won't go there, over and done.

It is at that point things seemed to have gotten out of hand in my view. Let's start with the monuments not touched by KCMO. Me and Bubba run past the monuments every week. You have to get a close look at them. Structurally almost all are in good shape, a couple need a bit of tuck pointing, all need a good power washing. A number of them could use painting of the wood plaques. Up until this year they were poorly maintained, not even weeded or trimmed...possibly this blog pointing out the irony of wanting new monuments when the City couldn't even maintain the old helped get some attention. No matter. How did the removal of the Barry Road monuments stimulate replacement of all of them? I don't know. Why would a City committee (EAGC) be established by Bos, ostensibly to accommodate tax write-offs for donors? Because the monuments are being built on donated funds (less the $50,000 form KCMO) does that mean a relatively small group of folks can do what they want?

If it were put to a vote of citizens of WL, would they vote a tax increase (it would take that based on the amount needed) to replace all the monuments? If the answer is no (my bet the outcome would be no) what does that say about the whole monument effort? If the monuments benefit all, aesthetics, pride, whatever, why shouldn't we all pay? One of the Comments mentioned Riss Lake/Tremont. We never considered either of those communities when we moved North from Brookside, we had an aversion to Overland Park style living. Thanks to Mrs Bubba and Bob McCormack we ended up here, quaint, picturesque, unique.

Let's keep it that way.

During the annual budget discussion the subject of street lights came up as it has in previous budget discussions. City Hall watchers (Kathy and me) know the Mayor's disdain for the cost of providing street lights in the City, Jerry has often wistfully mentioned Platte Woods as his role model for a city without lights. Mary offered up an alternative based on her recent travels to Mozambique. Apparently one of the areas that she visited, although poor, had street lights that were solar powered and opined it might be an alternative for WL. Jerry quickly quashed the idea, citing the high cost of LED lights, and from his point of view, an economically unfeasible proposition. Jerry says he is in discussions with KCPL...not sure what that means. He also said the belief that the West side has been suffering more electricity outages was unfounded although apparently there is an ongoing investigation. Jerry mentioned the George home (on Roberts Road) is one of the homes being reviewed for outages. It sure seemed like the West side suffered through more outages this year than the East. We would always check with Bubba (a dyed in the wool East sider) when we were in the dark, more often than not he was in high clover...maybe it was just us.

After Jim's "update" on the EAGC activities, it begs the question, "Who is driving the monument process?"

Who is on the EAG Committee? Although there is a tab on the City website, there is no listing of appointed members (unlike most Committees/Boards which have membership lists). There isn't a description of length of terms either (unlike most other Committees/Boards listed). The last and only posting of minutes is November 30th 2009. There is no listing of who is on the critical "Infrastructure Sub-Committee other than to identify Jim Miller as apparent chair of Infrastructure.

Who is on the Infrastructure Sub-Committee? Although not identifed on the city web site, there was an email after a meeting held on July 13th identifying attendees as part of the "Infrastructure Committee". They were:

George Lowman
Kristy Lawrence
Lyle Phillips
Vic DeJong
Jerry Bos

It was mentioned at the BOA, Vic and Lyle assisted in the preparation of the RFP. Jerry of course has been very involved and supports the project. Alderman DeJong seems to be very involved as well. Why is this important? The EAGC is advisory in nature, and needs the approval of the Mayor and BOA to execute any plans. Looks like they (EAGC) have two votes because of the intimate involvement of Bos and DeJong. Alderman Folkedahl hasn't asked any questions on this subject since taking office during BOA meetings (he has missed 2 out of the last 3 BOA meetings). Alderman Finn has been persistent in getting information about the EAGC and the use of the KCMO money, as well as requesting Jim Miller to appear to answer questions from the BOA. Mary Hoy has not made many comments at all. Is the board set up to be a rubber stamp to the EAGC? Again, you be the judge.

BOA voted to approve paying the City's bills during the meeting, including $2,391.87 from the "Entrance Fund". No questions, no discussion.

The City Monument Movement, on life support for over a year, has suddenly risen from its coma like state. Jim Miller, chair of the Entrance Advisory Group Committee (EAGC) appeared before the BOA to give an update. Interesting because an RFP was printed in the Landmark a week prior soliciting bids on monuments to be built at Hillside, Forest and two at City Hall on Eastside. At least one alderman was left in the dark about the RFP. The closing date for the bids will be the 28th @ 2PM.

Jim outlined the timeline for the process. Bid openings on or soon after the 28th. Review of the bids by the "Infrastructure subcommittee", full meeting of the EAGC (according to Jim, 17 members strong), and then recommendation to the BOA for implementation at the next BOA, possibly the 7th of December...admittedly a tight timeline that may not happen because of the need to fit in a EAGC meeting. (Not sure it is a big issue as the committee is packed with monument proponents). After the BOA gives the green light to the plans the EAGC will circle back to donors who had pledged, almost two years ago, and ask them to ante up.
Inquiring minds want to know:

How much is in the EAGC kitty? About $29,000.
How much did they start out with? About $56,000, $50,000 from KCMO to replace monuments removed as part of the Barry road project, about $6,000 raised through donations, etc. .
Where did the money go? Spent for the most part on drawings, prep etc., on at least two iterations of proposals.
What about the projections of the cost of maintenance (to be paid for by the City) for the new monuments? According to Jim, the projections mentioned in a Infrastructure meeting held last July were much higher than they now expect (fyi, it was projected $6,000 for Eastside @ City Hall and $50,000 for all 7 when constructed).
What about the entrance at Barry and Eastside? Not in first phase

Two "Stupid" Whoppers

It has been coming, so no surprise, as the Mayor and BOA voted to sock it to ya on your water and sewer bill. An apologetic Bos, saying it was "my fault" and he was "stupid" discussed the need to raise rates. He said the City had passed on raising rates the last time they had increased from KCMO (actually he misspoke, we haven't raised the rates in two years). A real head scratcher coming from a former CFO and CPA and elected (presumably) because of his business acumen. Of course he had accomplices...the BOA sat mute as he excoriated himself. None of the aldermen stepped forward to call themselves stupid...I guess you will have to come to your own conclusions. As they sat and watched, the reserves in the water fund have evaporated to the point where Jerry projects we might end the year in the red for the water department. Really. And it won't stop, look for a continuing stream of double digit increases, every year, for the foreseeable future.

The ordinances as formulated would have made the increases retroactive, a detail apparently missed by the Mayor, BOA and the City Attorney. One sharp eyed citizen pointed this out to the crew, mentioning his recent agrarian efforts on his lawn would get smacked with the increase. The wrong (based on the one complaint) was righted as they voted to increase rates with the bills sent in the New Year.

The new rates on water will boost your bill by 20% and sewer will go up 16% (if you have a grinder, you know who you are). And no, you cannot have it your way.
