Perverse Pleasure


If you haven't had enough fun pushing snow, try what we did yesterday afternoon. On a whim, mid-afternoon, we headed to Snow Creek (Weston) for some down hill fun. Son Matthew, the sane one in the crew, picked up his rental skis and headed to the slopes. Miss Sarah and me picked up our snowboards and headed for the instructor corral. Yep, I said snowboard. Sarah has wanted to try for sometime and I agreed to accompany her. Instructor Zach soon appeared and we dove, literally, into the niceties of boarding. One of the first things you learn is how to fall. Hmm, seems like I caught on to falling quick...no it isn't the falling part, it is how to fall without doing great bodily harm. We both found out quickly we did not have enough padding on our backside...which is where we spent a considerable amount of time. It is just the nature of boarding. Darkness provided cover for our screw-ups as a gentle snow fell. Boarding at night under the lights is cool.

Anyway, Sarah did very well for first board adventure. She retired to the "ski shack" to await Matthew...I thought what the heck, I'll take a couple of more runs. Now there is sage advice given to me during my wind surfing days...and I have heard it skiing as well. "When you think of doing one more"..."don't". Wisdom disregarded, my first run was fun, one more for the road. Mid-hill I flopped, graceful, but down nonetheless. Determined to finish in grand style I pointed straight down the hill, zoooom! I approached the end of the run, right next to the line for the chairlift. In a flash, I was airborne, horizontal, as Mother Earth pulled me back...butt, then back. No applause from those in line, couple of commiserating groans. Son Matthew witnessed the whole escapade, smile on his face. "Wow, you really wiped out!" Fun.

Deep S***


SNOW, of course...for friends out of town, especially a couple in warmer climes, a preview of what awaits when you return to WL. Shot out of our bedroom deck, that blue thingy is a 12" ruler, a bit of a drift on the deck. Snowing this morning, have to fire up the tractor, again.

One of our vehicles is a Camry Hybrid, nice car, great gas mileage. Yesterday was my first experience with real snow in the car...forgettaboutit!. Trying to get through the Wildwood gulag was impossible...two reasons: 1) The roads were not plowed (oh, how we are spoiled), 2) the Camry stayed on battery because of low speed...therefore not getting enough momentum in the snow. Result, stuck a number of times. What to do?

G0 back home, jump into our Sienna van...now we're talking snow plow! Made it to AMC without any problems, even in the Wildwood Alps. Inconvenient truth, my hybrid wasn't made for snow.

In our front yard this morning...four point buck...not sure if it was Prancer or Dasher.

White Christmas

Latest projections are for a White Christmas, and most are saying this would be a first in the past 50 years. Growing up in Wisconsin, a White Christmas wasn't an unusual event, we often had snow on the ground or got a Christmas dusting. Since 1971 snow for me on Christmas has been a very rare event (possibly non-existent). Panama, southern Georgia, southern Illinois and Kansas City aren't exactly the best spots for Frosty and his gang. Nonetheless, waking up tomorrow to the white stuff...on Christmas...will be special.

In that regard, my snow crew is at the ready...well, son Matthew is ready to fire up the lawn tractor and push the snow to the side, for the moment I play the role of supervisor.

While we go ga-ga at the snow, a bit of the Grinch appears, stealing Christmas from the WL Public Works crew...on duty making sure our streets are clear. Sincere thanks to George and the "boys" for doing what they do and making our streets the best in the Metro. Thanks too to Public Safety, always there if needed, our Police are part of the core services vital to making our community the wonderful place it is.

Run Silent, Run Deep

21 December Meeting

  • About 50 seawall projects were initiated with the draw down of the lake, most have been completed. The pipe that facilitated the water release was closed on November 20th with the lake 15" below pool. You should notice a rise in the water level...as we speak.
  • The U Cove seawall problem is "getting worse" (leaning outward). Apparently no rip-rap was placed against the seawall when it was set and the action of the water has destabilized the wall. Remedies could include removal of the sidewalk and resetting the wall or adding rip-rap and hoping the wall stabilizes. In any event, no remedy until spring time.
  • Long Range Planning will meet in January.
  • A number of new volunteers have come forward to take assignments on the Access Committee (no names mentioned, no action taken)
  • 30 of 50 samples sent to Blue Valley Labs by the Stream Team had "exceeded acceptable levels" for sedimentation.
  • That is all for formal board reports and comments...what's missing?
Nothing, not a word on Barry Road or the sewage spill. Odd. When brought to the attention of the board (by me) the response was generally...there is a strategy, we are deeply concerned, and our attorney(s) wants us to keep quiet...ditto by Mayor Bos sitting in the audience. Comments by President Ennett and Mayor Bos that discussions with KCMO are going "slow". Really? "The Spill" occurred on October 28th. During the November 16th WLIC Board meeting (draft minutes) mention was made of a meeting with Bos and Bob Wilson of KCMO sewer. Any followup? The draft minutes mention "discussion" 7 times in 3 paragraphs...under Barry Road Project. So the Board talked quite a bit. Outcome? Board members Coleman and Schmidt agreed some sort of communication to the membership is a good idea. What and how was left up in the air.

45 Minutes

That's all it took for the Board to conduct business for December with 7 members in the audience. President Ennett attended via telephone as VP Miller chaired the meeting. Highlights included:
  • The Board considered the opportunity to provide community service hours for high school students who need A+ hours or those who need community service hours as part of their high school program. The City and Park Board are considering similar opportunities next year. WLIC might consider projects related to Access areas or others as they pop up. More details to follow.
  • The "O" and "K" cove projects are going to get smoothed and reseeded by March 1.
  • Next week the Department of Conservation with assist with planting of natural grasses on Peret.
  • Beavers...in "O" cove, north end. Some ornamentals lost (actually gnawed) on at least two properties. Anybody for a nice pair of mittens? Director Schmidt cringes.
  • Reports of an 8lb trout being landed recently...eye witnesses verify the catch...no scales, what the heck, close enough. It must have been a beauty.
  • The "Costello case" continues to move through the system. There may be a court date set by next Board meeting.

Water Repair Price Tag Daunting But Necessary

Very good piece by Yael summarizing the tough task ahead for KCMO Water Services as noted in a previous post. As he puts it, required sewer and water increases for the next five years will be a "stunning 80 percent over that period" Even more stunning was the failure of our WL City Council to pass along the increase that was assessed by KCMO this year. Result? The nest egg built has quickly eroded. Remember, we (WL) have to maintain our own water and sewer lines, the money we pay to KCMO is , in part for their maintenance issues. The rate increase could be even worse if a EPA crackdown pushes the annual increase to 25% for sewer.

You won't read this in Weatherby Lake Living, but at least you should know...and be prepared. Questions? Call your alderman.

Raymore's war of words over guns intensifies

Raymore's City Council votes to allow council members to carry concealed weapons. Shades of WL Council past. The WL City Council considered an ordinance to ban concealed carry in public buildings (City Hall/Community Center) which was very much opposed by then Mayor Henderson. Despite his machinations, the Council vote 4-0 to pass the ordinance, which stands today. It speaks to what the Council can do if disposed. Class IV cities are often referred to as weak mayor forms of government. If the BOA has some gumption.

Raymore Council member Hubach posted on a community web site "the city should pass an ordinance that would ban anyone over 70 running for council". Ouch. Let me see, concealed weapons carried by council members...none of which can be over 70. Sounds like Utopia, right?

Vocab Builder

The piece that caught my attention was the discussion of methane and its contribution to our warming atmosphere (gee, what happened to the warming the last couple of days?).

Enteric fermentation: Belching and flatulence from cattle which releases methane.

The races for Mayor and East Ward Alderman have begun with Incumbents Jerry Bos and Tanya Finn filing yesterday. Will their runs be solo or will others join the fun? Should be interesting over the next month.

Addendum: West Ward Alderman Vic DeJong filed late yesterday afternoon as well, so all the incumbents have filed with the exception of Judge Roper.

Get In Line

Today is first day for filing for office @ WL, Mayor, one Alderman each ward and Judge. My spycam on City Hall indicates a few individuals in sleeping bags, ostensibly, for the opportunity for the first to file. And it is so cold! We'll keep an eye out and let you know.

One person who will not be in line @ Platte County will be current presiding commissioner Betty Knight. The Landmark has been reporting she will not run and an article in today's KC Star confirms. Good thing forPlatte County in my estimation, time for a change and new blood in a somewhat moribund commission, in my opinion...we'll see.

Lordy, Lordy

Another note from the Strange but True file. From this week's Sun Gazette. The North KC City Council has decided to drop the recitation of the Lord's Prayer at the beginning of each Council meeting. Apparently this tradition has been going on for years. No it wasn't the ACLU who put a halt to the practice. Some Wisconsin based national organization that advocates separation of church/state sent a note to NKC complaining about the prayer...which lead to consultation with counsel...which lead to the discontinuation of the practice. Amen.

I don't disagree with the decision, I'm surprised it didn't hit the radar screen before this. Now I am a believer in the power of prayer, so while the elected officials can't pray during their meetings...we can pray for them...all of them, from the top to local. Seems like it is a good idea to ask the deity you pray to bless our elected officials with wisdom and foresight.

Good News...Bad News

Traveling again this week, the good news is I missed (barely) the snow storm in KC...the bad news I headed to Minneapolis. 7 inches of snow and wind chill in the minus teens. Despite that, when I finally arrived, things went fairly smooth. Minnesotans just shrug their shoulders, "It's winter ya know now" and go their way. No public school closings, just nose to the grindstone.

While I was gone and in case you missed it, Bernardo Garcia of KCMO Water Services again repeated their intentions to increase sewer by 15% annually and water 10% annually starting next year for the next five years (my guess it will go beyond). If the EPA gets tough they may have to increase rates on sewer by 25%.

Speaking of EPA...now that our latest sewer spill is in the rear view mirror, life is once again great at Weatherby Lake. Wonder what Santa will put in the stocking of the leadership of WLIC and City on that issue?

The Invoices are generated from a template which we re-use each year. In the last paragraph the payment due date of January 1, 2009 did not update. Of course, the correct due date is January 1, 2010, and payment received after March 31, 2010 is delinquent.

Getting the Poop in MN

Back to WL after my week long excursion in corporate excellence. A note from the road.

A Minneapolis newspaper reported on a suburban incident where a number of homeowners were upset by a sewer backup that caused quite a bit of damage to homes. Apparently there was a water main break, which undermined a manhole, which caused a blockage in a sewer line, which caused sewage to backup in a number of homes. The water department referred to the incident as "unfortunate" but did not take responsibility for the damage. The homeowners are currently exploring legal action.

While it might be difficult to calculate the physical "damage" done to the lake in the last spill here, the adverse publicity, TV/print/internet, certainly portrays our lake as vulnerable...not good right?

Hot Pants

From the Strange but True file. I'm imitating Bubba the triple quadruple platinum road warrior this week, MCI/ATL/BWI/MSP/ATL/CAE/ATL/MCI. While in the Baltimore airport I overhead two women trading travel tips. Woman #1 advises Woman #2 the perfect in-room washing machine is that little coffee pot in the hotel room. Add water, click the button, add soap to the little pot, add undies and stir. Yep, undies. Now Tuesday morning I had used a similar implement in my room to heat up water for my Starbucks instant coffee (it's good). I'm switching to Coke for my morning wakeup.

  • A couple of aldermen have issues with work agreement/contract with "Backhoe" Benny Martin. {fyi, Benny has provided his services to the community going on 30 years, if you have ever watched him, he digs a mean trench}
  • When asked about the sewage spill, Jerry says "we're talking (with KCMO)" but without any progress...what does that mean?
  • EAGC update (Entrance Advisory Group Committee). 20 donors to date with pledged amount of $100,000.

Ready or Not

Christmas season is upon us, I've already seen a few homes that have "upgraded" their outdoor displays. If you didn't put yours up in the last month you may have missed the primo time to string the lights unless you were in Denver this past few days. The temp almost hit 70 on Friday...contradiction to the view with snow capped mountains. Our first family road trip to Denver for the holiday, straight shot on I70, please pass the NoDoz. I was impressed by the sight of the wind farm outside of Ellsworth, KS. One WL citizen has actually explored the idea of his own wind tower in his back yard. Not sure if the idea can escape the "nuisance law" posted in the City.

Well, not golden although a coat of paint would pretty it up. Monday marked the beginning of placing the pre-cast cement pieces of what amounts to a big*** culvert spanning Barry Road...the New Barry Ridge Bridge. No politicians in sight as the next step falls into place. Interesting to watch, just stay out of the way.

The Buck Stops Here

I was returning home Friday morning about 7:45 AM and as I navigated Barry to Potomac caught a glance of a big buck. He was on my right, casually plodding the tree line behind the water tower. Eight points at least, I couldn't keep an eye on him as I made the turn. Although I've seen more deer this year than any, this was the first buck. Our own stud, right here at WL.

Mouths for Monuments

Thar's gold in them thar molars! Article in KC Star about folks turning in gold crowns for money due to the skyrocketing spot market price of gold...hitting all time highs. If you have had the unfortunate circumstance of poor dental hygiene as a kid or just plain bad teeth...you know the drill, literally. So here is a thought.

Why not donate your heavy metal to the City drive for the Monuments? A couple of decent size crowns has to earn you at least an Opal ($1000), complete lowers should bring in an Aquamarine ($3000) and if you set off the metal detectors at KCI and you look like JAWS (007) you are a sure bet to land an Amethyst. Nice.


Not ready to give it up just yet? I imagaine you can pledge that crown for a jewel through 2012...or heaven forbid, bequeath them as well (City of Weatherby Lake, Entrance Monuments), folks are actually having the dearly departed...depart without the bling in their mouths. Just a thought.

Davids and Goliath

KC Star reports KCMO anticipates a $66 million shortfall (at least) for the next budget year. The bigger they are, the harder they fall...right? While I "donated" 1% off the top for 11 years to KCMO, it is hard for me to shed a tear. However, the motivation for KCMO to be mindful of our Lake, either through siltation or sewage, becomes less in my opinion as they turn inward to resolve their own problems.

Stepping up to the plate. The time is now for our Davids, the City and WLIC, to confront Goliath. As mentioned yesterday, the filing for alderman and mayor begins soon. Maybe some fresh faces willing to step it up are what we need at the City. Does WLIC have to wait on the City to push KCMO? Nope. Maybe the WLIC Board needs to feel a little more pressure from members to get the sling out. I don't think we are out to slay the giant. But he should know we are mad as hell and we're not going to take it any more.

Favorite Sons

The WLIC Credentials Committee held a meeting yesterday afternoon @ 4PM. (Anybody else get irritated that meetings are being held during "working hours"? They are taking a cue from the City).

Apparently Paul Gross had/has a number of grievances relating to the election of directors at the past WLIC Annual Meeting, including the fact that Tanya Finn is married to Dick Finn (Gee, I thought they were brother and sister all these years). Both are on the credentials committee. Verlin Boes appeared on behalf of Mr Gross. During his testimony he freely offered he had a couple of drinks prior to the Annual Meeting where he ran for director...if you were there you might recall his erratic and rambling election speech. You might also recall he finished dead ass last as well. I guess his point was he felt intimidated by the process and board members, enough so to drive him to drink...Here's a toast to you Mr Candidate for Weatherby Lake WLIC Director man (you'd have to be a Bud Light commercial aficionado to get it).

The committee heard the supplications of both gentlemen and denied all of the grievances brought forth. I understand the meeting ended under the threat of lawsuit from Mr Gross. Free country right? It has been quiet here lately at Litigation Lake. Too quiet for some I guess.

WLIC Annual Meeting

I was out of town last Tuesday, so could not attend the meeting. I have talked to a couple of folks who did attend (guesstimate of 100 or so members), here are some of the highlights, post your thoughts if you were there.
  • All in all a fairly calm meeting
  • Don/Kathy Birmingham were designated the winners of the Sherman Award (kudos to the award committee)
  • Discussion of the proposed upgrades at C Point road/bathrooms/gazebo/utilities/seawall.

The Law Doesn't Apply...

While I was off attending the Park Hill High School assembly saluting veterans, your BOA and Mayor were slaving away at a budget work session at City Hall. More about that in a moment. Park Hill High does a great job in honoring vets at this annual event. Choir, band, and wonderful remarks from the various speakers. The keynote speaker for the assembly was our own Larry Maher, Quartermaster for the National VFW HQ here in KC. Larry did a great job, hard to hold students attention for very long, the applause was sustained and heartfelt...nice. The program finished with Taps played by 1963 PH grad Larry Shaver.

Back at City Hall the work session went to almost 12:30. Although it was a City Holiday, all three full time employees, Gary/George/and Gwen got to relax around the budget table instead. It must have been really special for George, a VietNam vet. No mention or recognition for him during the meeting. Jerry decided to go into closed session to discuss employee comp. Would have happened except, as a citizen pointed out, the meeting notice did not include the posting of a closed session. Oops. It's only the law, the Mayor isn't a rookie, and two of the alderman are well beyond their first terms. Had the citizen not been present and posed the question the Sunshine law would have been violated...and "we didn't know"/"we forgot" is no safe harbor. Makes one wonder what happens when no one is watching.

Speaking of Scrooge...apparently the Mayor and BOA are having second thoughts about the "Bah Humbug" they first voiced in considering employee raises for 2010.

Tonight

WLIC Annual Meeting

Not a moment too soon, the perfect opportunity for our leadership to address what has to be the most important task for the coming year...no, not amenities at C Point, or maintenance of access areas, or addition of dock spaces. Protection of the lake...of course. The recent sewage spill and the road work on Barry road pose major threats to the lake. Have you been down to the "hole" that used to be the bridge? I was down there Sunday. Impressive, as they lay the footings and pad for what will amount to a mongo cement culvert to span Barry Road. Take a look. While you are there you will see in North Cove the huge mud bar that represents sedimentation from upstream. Not so impressive. As a matter of fact, scary. The development to the north of the Lake can only continue to contribute to the "stuff" that ends up in the Lake, not to mention what will happen as the Barry Road project goes into full swing.

The media reports about the sewage spill emphasize the urgency of the matter. If the quality of our water is even a question why would someone want to buy a property here? If you can't swim in the lake would we need a beach? If the fish are tainted would you bother fishing? Hopefully the directors tonight will signal what the plan is for 2010.

The BOA is going to hold a "work session" on November 17th, at 1PM, to discuss the budget for 2010. I am sure the BOA will properly notice the meeting to comply with the "Sunshine" laws of Missouri. And of course it will be held during daylight hours. Just too bad it is being held during normal working hours, when most folks here are at work. Something fishy going on? Nah, don't think so. It does reflect the mindset and status of the Mayor and BOA, basically retired.

Before the couple of whiners out there start asking what I did when I was on the BOA, I can refresh your memory. Virtually all the aldermen I served with had full time jobs. Mayor York had a full time business. Mayor Henderson was retired, one of the few I served with who was retired. I was always on record as having meetings after regular business hours, a few emergencies being the exception. What does the time of day say? None of your business.

The BOA went into closed session at the end of the meeting. Let's hope the discussion was around legal options concerning the spill and KCMO.

Apparently Jerry and the BOA had more important things to do as the open session of the meeting took a little over an hour, a record by far, for this Mayor and the BOA. Rest assured, your elected officials are on the job, trying hard to understand....

Sewage system failure (again), raw sewage flows into the lake (again), and we seek to understand (again).

Duty called so I was locked in a conference room in Cincinnati about the time the BOA kicked off. Nonetheless, I have pieced together some of the highlights from two attendees and hope to talk to a 3rd today.

"I am sure that there will be much discussion about the sewage spill last week and our actions as a result."

"Finally, the Mayor reported on the sewage spill situation. Joe Ennett, President of the WLIC also commented. They are working together with DNR to gather information and determine the extent of the spill and the damages. No action was taken by the BOA."

Apparently the discussion was short and benign. Action 41 News had a cameraman tape Jerry's remarks about the issue during the meeting and then 41 News vamoosed.

Under The Radar

Lost in the "spill" last week was a special BOA meeting held last week Monday to discuss/review the results of the 2007 audit conducted by the Miller firm. One citizen attended (for about 10 minutes) while the BOA was presented findings by City Treasurer Marianne Ennett. This amounts to the City checking itself, probably not a best practice when it comes to maintaining or improving financial controls. Interestingly, no members from the Bos appointed Audit Committee were present either. The Audit Committee has found little work to do despite the fact an audit for 2008 has never been conducted and of course 2009 is virtually finished...without any outside financial review. All under the guise of saving money for something Mayor Bos believes is unnecessary.

For all the Maryholics out there, unless I was omitted from her email, apparently she decided not to send a "Dear Resident" email summary of the Monday meeting. Pattern? She does have a tendency to be choosy on what she sends and when she sends it. Another example of self reporting gone bad.

That should be the question put to the Mayor and BOA tonight at the monthly meeting (7PM, City Hall). There will probably be lots of discussion on what happened, when it happened and why it happened. If the past is a predictor of the future, not much time will be spent on what the City will do. Same at the Annual WLIC meeting next week.

Are you concerned? When the Bridge (and road) on Barry Road is complete will it indeed be a bridge to nowhere...nowhere that somebody would want to live? The negative press/media coverage on the "spill" is not where our community wants to be...right?

And so the question to the Mayor, BOA, WLIC and you is...

Another headache for the WL Chamber of Commerce not to mention home sellers in WL. According to the article our lake is "tainted" and E coli levels are at least 10 times above allowable for swimming, so says the DNR of MO. Subsequently the Women's Club cancelled their annual All Saints Fund Raising Swim at the C Point beach. No word on a reschedule. In the meantime the show must go on. JB was seen fishing on Saturday afternoon, Crappie don't read newspapers, therefore the fishing must have been good. You may want to select the "Non-Tainted" fish at the next Fishing Club Fish Fry.

Rumor has it at least one entrepreneur has approached WLIC for licensing rights for "WL E Cola", I could not verify this. I'm certain the Landmark or the Luminary will get the scoop.

That's a quote from Jerry referring to KCMO Water Services Department and their two day lag in reporting the latest sewage spill into the lake. Questions abound, aside from the obvious why did it take KCMO two days to notify WL?
  • Is it possible no residents on the East side noticed the commotion?
  • Is it possible no police officer on patrol noticed the unusual?
  • Is it possible nobody in Public works saw the activity at the pump station?
  • Nobody from WLIC noticed the bubbly (not referring to champagne).
  • When was WLIC informed?
  • Why wasn't an email on their (WLIC) listserve sent out?
  • The City has the capacity to send emails to those signed up on the website (I signed up), why wasn't it used?
  • Who determined the size of the spill?...and how?
  • What is going to be done?
  • How did the goofy robocall go down and how much did it/they cost?
Deja vu? Go back to my post on August 26, 2008 (Wake Up) if you have forgotten...or Aug 27th 08, or Sept 19 08, or Oct 8 08, or Jan 4 09, or Mar 28 09, or Sept 11 09. Enough?

I will make a few predictions:
  • KCMO will say they are "Sorry".
  • The 1000 gallons will be referred to as" minor" by all parties.
  • Jerry will appoint a committee to look into the matter...and they will do nothing.
  • The BOA at their meeting Tuesday will make loud noises...and then do nothing (see last spill).
  • The WLIC Board of Directors will be "deeply concerned" at the Annual Meeting...and then do nothing (see above).
  • The Improvement Company will focus on improvements, less on protection of our lake.
  • There will be no monument erected to designate U cove as "Stinky Cove".
  • The just released Trout and Walleye will think they got a real poopy deal (hey freedom has a price).
On the issue of" minor", so you can get a better grasp. A typical toilet flush is 1.6 gallons per flush. 1000 gallons divided by 1.6 equals 625. Imagine 624 of your friends and neighbors, plus you, lining up along the shoreline at Stinky Cove and at the designated moment squatting or shooting (your choice) of human waste. Don't have that many friends?...no problem, some of that waste belongs to KCMO, I'm sure they would oblige for the event.

8:39PM - Another RoboBob (don't they know it's the Word Series?) to tell us the Lake is Closed. Yipes, hope there aren't any Open Houses on the Lake...explain that to a prospective buyer "you can look but you can't touch".

No Chiefs football this weekend, forced to do yard work. Hope we will be upwind.

Trick or Treat?

JEFFERSON CITY, MO, OCT. 30, 2009 -- The Missouri Department of Natural Resources is investigating a bypass which occurred late Wednesday night in the vicinity of 8316 NW Forest Drive in Platte County releasing an estimated 1,000 gallons of sewage into Weatherby Lake.
The Kansas City Public Works notified the department yesterday of a bypass that occurred late in the evening of Oct. 28. A power failure caused one of its lift stations to go off-line. While the pumps were off, sewage began overflowing from a manhole into nearby Weatherby Lake. The Kansas City Public Works were able to get the lift station back on-line quickly, which prevented additional sewage from being discharged.
The department conducted monitoring and sampling yesterday at Weatherby Lake to determine if the water quality at the lake was affected from the bypass. However, heavy rainfall has occurred after the sewage bypass and will impact sampling results. Heavy rainfalls may also contribute large amounts of bacteria to surface water bodies and although this was a relatively low volume bypass in contrast to the lake volume, residents are encouraged to avoid contact with the lake water at this time.
The release of untreated sewage from sewer systems, such as this manhole, is known as a sanitary sewer overflow and is a threat to public health and the environment. Most of the overflows occur during wet weather events. However, in this instance, the overflow occurred during a dry weather event.

Bizarro World

Mid-Afternoon - Helicopter keeps circling north end of the lake, wonder what that's all about?

5PM - So, I've got one leg in my long johns and the phone rings (I'm getting ready for the Park Hill football game). As I hop on one leg to the phone, caller ID says "City Weatherby Lake". I'm thinking, "My God, this is serious". I answer. There is a hesitation and then, what sounds like a pre-recorded voice, identifies themselves as "Riverside" with a "Heat Advisory". Did you get that too? Low of 80 tonight and take care of your animals. I become disoriented as I step on the other leg of my longjohn. What? I listen a second time. Same message. At the same time TV5 is saying a current wind chill of 36F. What to do? Trust City Hall and Riverside or don the johns? Johns! Go figure?

5:44PM Never mind. Recorded message #2. "Sorry for the first message" What really happened was a sewage spill (Wednesday?). Don't bother calling City Hall or WLIC, both are closed for the weekend, call on Monday. Too bad the mayor and aldermen don't have phones, you could call them and ask them what the scoop is. Or you could watch a local TV broadcast with an interview with Jerry(see Mid-Afternoon). Not to worry.

9:30PM For sure it wasn't 80 at the game, well, plus or minus 50 degrees. Park Hill played a sluggish first half but rebounded in the second half 27-13, Conference and District champs. Senior night. What's in those little handwarmer packets anyway?

Lights Out?

Don't know if you caught the vignette on local TV featuring the KCMO Police Department. They are doing an outreach program with organizations in KCMO titled "Lights, Landscape, Windows". The idea is to promote steps homeowners/business owners can take to discourage and prevent burglaries. One of the quotes from the police official I found interesting was "90% of crime happens in the dark", thus promoting the use of lights on property to discourage would be bad guys. Hmmm. During this budget discussion time, Jerry continues to muse about the cost of street lights in the City, citing Platte Woods as an example. Seems contrary to the KCMO position of discouraging crime. I know, I know we are not KCMO, but isn't that the point? Safety and security have always been one of the pillars of living at WL. Lights Out?

MAST Update

Notes from the South Platte Fire Protections District Meeting
  • KCMO Fire intends to fulfill the contract terms of the current MAST contract with the District. Their intention is to deliver the same level of service/response times.
  • KCMO Fire is "eager" to maintain the contract if/when an RFP is requested.
  • Mast Interim CEO sees "room for improvement" in service.
  • Local 42 represents both entities which should make consolidation seamless.
  • Current contract with MAST pegged to CPI each May, therefore no rate increase this past year.
  • Board member Sanchez questioned Dyer regarding "political volatility" and effect on the Fire Department. Dyer responded everything was ok when he left the office today and Cauthen (Wayne the City Manager) was still on the job as far as he knew (much laughing).
  • In regards to the Sanchez question Dyer mentioned when he took over as Chief in 2000 they had 157 grievances. Year to date (2009) they have had none.
It has been a year or so since I attended an Ambulance District Meeting. During public comments I encouraged the Board to be proactive in communicating with the entities in the District concerning the facts of the MAST merge, that misinformation was circulating. President Bobby Kincaid agreed it was important to get the facts out. Kincaid was cordial in our chat after the meeting. When I mentioned the fact that Dyer used the word "eager" to continue to do business with the District, Bobby mentioned there were "many" who wanted to do business with the District. Hmmm, interesting, let's see how that plays out.

As I was talking with Kincaid, Chief Carrizo came up to say hello. We exchanged pleasantries and Carrizo asked Bobby, "who is that guy?" pointing to a gentleman walking out the door wearing an orange hunting vest. "Why that's the mayor of Weatherby Lake" replied Bobby. Indeed.

Where There's Smokey, There's Dyer

Smokey Dyer, Chief of the KCMO Fire Department. I attended the South Platte Ambulance District monthly meeting last Wednesday with Chief Dyer as the featured guest. Accompanying Smokey was Interim MAST CEO, Darryl Coontz. There were 3 guests in the audience plus me and three fire fighters from the fire station where the meeting was held. Chief Carrizzo (Southern Platte County Fire) was also in attendance. Mayor Jerry Bos eventually showed up, 15 to 2o minutes into the proceedings.

My main interest in the meeting was to nail down the assertion by Jerry at the last BOA that KCMO might possibly be thinking of not providing "non-emergency transport" His example was an elderly person who falls and breaks a hip and needs a way to get to the ER. Must have been another urban legend spawned at the last Northland Mayors Council. Smokey was quite emphatic on this issue, citing the $8 million revenue MAST currently takes in for non-emergency transport. Their total revenue is $30 million, so they do not intend to walk away from that piece of their business. Somewhat related, he mentioned they intend on continuing to offer their membership program with unlimited service for $59 for households with insurance or $99 without insurance http://www.mastambulance.org/membership.php.

The target date for the completed integration of MAST into the KCMO Fire Department is slated for 1 May, 2010. More to follow.

Where Is Waldo?

2nd term alderman Mary Hoy is just getting around to understanding the geography outside the Lake...apparently. Her email list received an update of a meeting of the Citizen's Advisory Committee on the Platte County Land Use Plan (phew, that's a mouthful). Mary found it "very interesting and especially concerning" that much of the "lands" surrounding the Lake are in Platte County. "Of special interest is the Owen's property..."

Surely Mary remembers the Owens property is in unincorporated Platte County. The court/legal battles have been going on for years. Interesting Mary's mentor, County Commissioner Dusenbery, was late to join the fray against Owens, and then tepid at best. It was so she would not be isolated in her upcoming battle with Bill Quitmeier for the Commission spot...Bill had been "all in" in the Owens fight. Couldn't have anything to do with the contribution to the Dusenbery campaign (which Hoy was the Treasurer) from one of Owens' attorneys? Nah.

Any way, as Mary points out, there will be a County Commission meeting @ 6:30 on the 27th regarding land use.

Waldo? At 75th and Wornall in downtown Waldo is some of the best pizza in the world...Waldo Pizza. Just around the corner from the 75th Street Brewery. Both winners.

Mum Is The Word

What you didn't see in the Official Unofficial Minutes of the WL BOA last week was anything related to a pay increase for city workers in 2010. Although Jerry labored through his "preveiw" of the 2010 budget, including the potential addition of a full time police officer, no mention of relenting of his point of view that the city couldn't afford to give pay raises. You might also recall Aldermen Hoy and DeJong led the charge in just saying "no" to merit increases. Change of heart? When the 2010 budget is adopted we'll find out. In the meantime, Mary stays mum on the issue, not sending a BOA notes out in September and not mentioning the issue in her October email.

Another issue that died a silent death was Mary's reference to financial wrongdoing by someone not named during the September BOA. She said it was an issue that should be disclosed in closed session. I contacted Mary by email to ask why the BOA didn't go into closed session, she replied she was waiting for someone else to make the motion to go to closed. Apparently no one did. But wait, I contacted Vic DeJong via email on the same subject, he said he offered (to Mary) to make a motion to go to closed. Interesting. Anybody curious about what is really going on? How about you Mary worshipers...any thoughts?

Tom Mullin

Tom Mullin lived down the street on Potomac. He kept very much to himself and about the only time we would see him would be when he was doing yard work. His yard always looked good. He had a spot in the access area next to our house with a canoe that had a big hole in the bottom...eventually I helped him drag it to the street. An occasional "hi" and a wave of the hand was about the sum of our acquaintance. I was quite surprised to read the article about him and his devotion to the Youthfriends program. Impressive. A very quiet neighbor who obviously did some very nice things. Tom died September 1st after a battle with cancer.

Entrance Donation Campaign Kicks Off

The Entrance Advisory Group Committee, an official advisory committee of the City of Weatherby Lake, has begun the drive to raise money for the entrance monumnts. The co-chairs for fund raising, Joyce McInerney and Tony White, have approached members of the committee to start the effort with their contributions. Makes sense that the committee would lead the way on this one. Jim Miller, spokesman for the EAG, mentioned the goal to begin work on the Eastside/City Hall monument by the end of the year ($150,000 to $170,000). An aggressive goal but one it seems the EAG is confident can be met. If you are not on the EAG I'm sure Joyce or Tony would be happy to accept your contribution. Give them a call.

I Read It In A Magazine

20% of methane released in the atmosphere is produced by...cows. According to the EPA 5.5 metric tons are produced by cows, mostly in burps ( I had heard this before, but thought it came from the other end)(used to play in my grandpa's pasture, throwing chunks of platters at my sister, never realized I was handling hazardous materials!).

Scientists in Iowa and elsewhere are trying to develop cows that burp less and reach market weight sooner, I know you feel better already.

Reports this week of a moderate El Nino and predictions of a mild Midwestern winter seem to contradict the weather of the past two weeks. When do I put the snow blade on the lawn tractor? I missed the first snow last year, I'm thinking mid-December?

Audit from 2007
-The BOA will hold a review of results of the Treasurers scrutiny of deficiencies on October 25th, 5PM @ City Hall. This is the Mayor's/BOA plan for avoiding an audit for 2008...and possibly 2009. This should be a yawner...from the same crew that was so ardent just a year and a half ago. Mary was the lone holdout, but apparently she has pulled in her horns and is following the crowd.

I know you have been waiting to get the scoop on the cat issue, ok, here it is. Brigid Greene made yet another appearance to complain about a neighbor's cat who uses her yard for a potty. Apparently Ms Greene filed a formal complaint (with pictures) with the City that was not endorsed by the Prosecuting Attorney. The Mayor asked the City Attorney to look into it. Post meeting I suggested a live trap to capture the offending creature...just free advice from a fellow citizen.

Ms Greene is also on a one person mission to rid the City of Bush Honeysuckle. If you don't know what it is, or how to eradicate it...give her a call.

Public Works-George
-The Instituform upgrades on sewer should be completed by the end of November.
-The Engineering for the 77th Street water line is almost complete. BOA approves timeline of letting bids around 19 November and bid opening of 12 November and review/approval of BOA at next meeting.
-The goal for road salt on hand is 400T, currently at 25o. We have agreement with vendor to purchase more @$100 a Ton.

Police-Gary
-Gary requested permission (granted) to pursue a grant for an additional full time police officer through a federal program known as COPS 2010. Program grants a community the base plus benefits for an officer with the agreement the community would provide the same for a fourth year. The program has two levels, one for cities above population of 150,000 and those below 150,000. Obviously the opportunity is very competitive. Thinking is to pursue the grant and if won, reduce the amount of part-time hours by the equivalent.
-The reciprocal commissions between WL-Platte Woods-Lake Waukomis approved by the BOA.

West Ridge at Weatherby Lake
-The Planning Commission approved and sent to the BOA the preliminary plat for the development. BOA approved. Final plat to be considered by the Planning Commission and then to the BOA by next BOA meeting.
-Three spec homes are being built and a lot has been purchased with plans for a custom home.

Mayors Notes
The transition of MAST to becoming part of the KCMO Fire Department will occur by May 2010 according to Jerry. As you know MAST currently is the contractor that provides ambulance service to the South Platte Ambulance District...which provides service to WL. Apparently there is a question whether the new MAST will be providing service for non-emergency transport. The example Jerry gave was an elderly person who falls at home, breaks a hip and cannot be assisted by an elderly spouse. Jerry mentioned the possibility of calling a fire truck for transport...really. Incredible as it sounds this one bears watching. Hopefully the BOA and the Ambulance District will be on top of this. Better yet, call Betty, Kathy, Mike and Paul and ask them. (That would be Knight/Dusenberry/Henderson/Gross)

Mary gave a report on some of the sessions she (and Alderman Bossert, who was absent at the BOA) attended last week. Highlights of their junket included:
  • The accommodations were "awful".
  • The food was "terrible".
  • MODOT has a traffic calming program which subsidizes construction of road fixes, up to 80% of the cost of design. Data needs to be collected with qualifying municipalities being in the 85 percentile with speed over 7 to 10 miles of the speed limit (got that?).
  • Legal. Mary raised the question if the BOA was properly proposing motions vs resolutions. City Attorney felt current procedure was appropriate. Based on discussions at the meeting Mary felt the City Purchasing Policy should be revisited.
  • Annexation Law & Procedures. Mary believes the City should look into annexation of the "bean field" and possibly some of the properties bordering on Barry Rd, especially the property that may help with monument placement on Westside Drive. The City Attorney commented historically KCMO has not been interested in "de-annexing", all the property mentioned is currently in KCMO.
  • Nuisance Ordinances and Enforcement. Example of our nuisance ordinance that can be strengthened by adding/specifying lumens and watts, so it can be measured. (You might recall the BOA passed an ordinance because of a bright light/neighbor issue on the West side.)
