It Cain't Happen Here
"$1.5 million theft from two tiny Missouri towns"
Seems that the former treasurer of the Wellington-Napoleon Fire Protection district and treasurer of the Wellington-Napoleon Special Road district (the one and same Mr Leland Ray Kolkmeyer) embezzled the moolah from said organizations...he being part of the entities since 1996. "He "cut checks from the public funds for himself and to pay creditors"...
Which begs the question, how the hell could that happen? Simple answer...no one was looking. Which begs another question...Why? Really good question.
WL recently had an "Agreed Upon Procedures" review of the books of the City. It basically looks at a sampling of common procedures. It no way resembles an audit, nor is it supposed. to. Ironic because, as you know, the Mayor is a CPA. and one of his first acts when he was first elected was to nominate an Audit Committee. Ostensibly there were financial irregularities and he wanted to get to the bottom of it. Another irony was not long after being elected, an audit came back for the previous year with gold star ratings for the City and previous administration...and that was the last time a meaningful look at the books was done. The Audit Committee quickly lost momentum and died a quiet death due to inactivity...only recently.
Not to insinuate that there are any irregularities in the books @ WL. But, there should be a disinterested third party doing a thorough review of the books. I would suggest when there is a lack of rigor or interest in accountability, complacency sets in. Which then presents opportunity...and bad things happen.
Mr Kolkmeyer apparently was well known in the communities, he was in the funeral home business (he is the last man to let you down)(sorry couldn't help myself). He is/was a member of the Lions, including being elected as a director of the International Association of Lions Clubs in 2006. My bet is there are many, in disbelief, who are saying he was a "nice guy". Indeed.

Ode to Bubba
This post has been bouncing around in my head for sometime. One of those things that drift into the present moment and then fade into the To Do list of the mind. I can guess about some of the reasons...but I digress.
I'm not sure exactly when it started, maybe Bubba has a better recollection. I think it was around the time I was training for the Chicago Marathon, the spring of 2002. My training got interrupted by a little bit of surgery on my left knee, but by June I was back on the road, literally @ WL. I used to treat myself by running in races around the metro (I know, sick, huh?) and I think it was the Lenexa Freedom Run, on July 4th where we, the Bubster and me ran our first race together. He had been doing some running @ WL so it seemed natural to invite him along. It was fun, even if the temp at that time of the year can be a bugger. Some time after that we began what became a ten year habit (or more) our Sunday Run Around the Block. Okay, you know WL doesn't have traditional blocks, so we just ran around the lake...about 6 miles to be exact. In the beginning it seemed like quite an accomplishment. We had two routes, clockwise around the lake or counterclockwise, starting at Bubba's almost exactly 3 miles from my house or at my house...usually alternating weeks. Didn't make a difference, summer, winter, wind or calm. We ran.
And it morphed into a little bit more. Some of our Sunday runs went longer as we eyed longer races. The St Joe YMCA hosted a Half Marathon...we did that a number of times. Of course we couldn't pass up the granddaddy of races in KC, the Hospital Hill Half Marathon. And then we did the inaugural Phoenix Rock N Roll Half Marathon in Phoenix/Scottsdale...twice (Bubba actually did more on his own). The Kansas City Marathon (Half) beckoned as well...so we ran that as too. Crazy, huh?
In the beginning watching race times and improvements (or not) was important to us. I thnk we both figured out in time that running times were just an artifact of the event. What really mattered was enjoying the ride, which we usually did. There was an occasion or two where one of us was "leaking oil" but we just backed off the pace and finished. We always finished. The T-Shirts, medals and race bibs all proof that Bubba and Me had been there.
This year marked a change as we did our Around the Block less than we would have preferred. Bubba and Mrs Bubba made plans to relocate to another Lake, in Utah, so our running escapades were drawing to a close. Bubba couldn't make the Hosptial Hill Half, son Mboy "subbed" for Bubba, finishing his first half. Mboy had his "leaking oil" moment but kept plugging on, made me proud.
My nagging right hip just wouldn't relent, regardless, Bubba and me showed up for the Lenexa 5K Freedom Run on July 4th. It was a tradition after all. As we walked to the car after the race we commented on what a nice race it is. Indeed.
The Bubbas moved from WL shortly thereafter, new chapters for both our families. Our friendship will never be broken, but it will be different for sure. No more sweaty running clothes protested by my tribe as I returned from the run. As it turns out, Lenexa will probably be my last run, my new hip not terribly amenable to the pounding running dishes out. I'm okay with that. I can smile and rewind all the mental tapes of Bubba and me running. Good times, the best.

For the uninitiated, the first step in grabbing the brass ring is to file, the filing period begins December 17th and ends January 21st, right there @ City Hall. Ms Gwen can give you all the details.

Plane Crazy
From today's KC STAR
What do all good appointed civic commissions do when confronted with tough decisions? Get a consultant. Exactly what the commission tasked with the KCI project has done. At a projected cost of $100,000 the lone company that applied for the task has been hired. The hot potato has now been tossed to the consultant.
In the meantime the Star has an rambling editorial, a mishmash of observations, many which do not make much sense (is the paucity of electric outlets that big of a deal?). They do note the airlines have not been formally included in the discussions...that should inject a dose of reality.
What frequent flyers want (typically business travelers who pay alot of the freight) is easy in and out. They don't go early to shop or eat (ok, maybe a cup of coffee). They get to the airport just in time and when they return they want to make their getaway as quickly as possible.
Could the airport be improved? Of course. At a cost of 1+ $billion? Nah.

Parts Is Parts
So, the Indian Summer continues of sorts, nice yesterday and not bad today. Quiet around the lake, the transition from the bustle of lake living to the hibernation in the cave mode.
What to blog about? The upcoming Mayoral race...nah, save that for the filing period next month. Scraping bottom here. Ok, what about this?
Three weeks ago tomorrow I became a member of the Bionic Weatherbeans Club or BWC. I know a woman here who joined the BWC with her new knee, me I got me a new right hip. My old hip went down hill fast, starting to balk a bit in May and by October 25th, my last day of work, it was acting as if a pit bull was chomping on it as I staggered down the concourse at BWI. The 26th I fulfilled a long held promise to Sarah to sky dive on her 18th birthday. Off we went to Waldron, up 10,000 feet and then out of a perfectly good airplane. Fall velocity 125 MPH. Holy sh**. Anyway, safe landing, standing up and the last thrill my old hip would have.
Monday morning the 28th, my doc K comes in to autograph my hip (we do want to replace the right one, right?) and off to sleepy bye @ NKC Hospital. Wake up in Recovery to see one of WL finest nurses, Ms C, checking on me, nice, even though the fog of anesthesia isn't quite cleared. 48 hrs later discharged, out the door with a cane and back to WL.
Three weeks later, walking normally with no assist, my pit bull right hip left behind at NKC. Very remarkable recovery, as me and my bionic part become good friends.
I'd like to think this is the last of my body part replacement program...but the tell tale creaking of my OEM suggests not. Oh well, parts is parts.

It Ain't Peanuts
And it's not pretty.
From the Star yesterday, "We're the anchor tenant, so costs are important to us" Executive VP Ron Ricks from Southwest exclaimed. The new terminal proposal would "triple our costs". Yikes. Interestingly, according to Ricks, the airlines have not had a voice in the planning for the future of KCI. Wow. But never fear, the task force established by Mayor James intends invite the airlines "early this winter". If you read the Star article the theory that, If you build it they (the airlines) will come may not be true, especially if gate costs triple. In the meantime passenger counts at KCI have struggled this year, one month surpassing last year's count and then sinking below the next month. Airport mogul Van Loh was not interviewed by the Star for the article.
I flew Southwest late last month, non-stop to Baltimore. The flight allowed me to make a 2PM meeting without having to connect or have an overnight...both cost saving and allowing me to spend a night at home in my own bed. Southwest operates 24 non-stops out of MCI. At risk if costs go up? I hope not because in this instance without that non-stop I would have an extra overnight with the costs...yuck.
The more that comes to light on this deal the uglier it gets...and the promise of a "no tax increase" build loses its luster.

Water Boarding

At least they are consistent. The BOA, led by Mayor Bos, passes another rate increase...in anticipation of a KCMO rate increase in the spring. Not the first time they have done this, alternating between not passing along increases (why ?) to playing catch up because of it. Erratic, yes...responsible public policy, you be the judge. Not much resistance or questions from the aldermen, sole nay voice was Steve Clark in a 3-1 passing vote by the BOA.
Effective the first billing cycle after November 30, 2013, bi-monthly water rates charged by the City of Weatherby Lake to change as follows:
IN-CITY RATES - Will change: From $10.75 per 1,000 to $11.45 per 1,000 for the first 4,000 gallons From $4.05 per 1,000 gallons thereafter to $5.00 per 1,000 gallons thereafter.
OUT OF CITY/NON-RESIDENTIAL RATES Will Change: From $20.50 per 1,000 to $22.90 per 1,000 for the first 4,000 gallons From $8.10 per 1,000 gallons thereafter to $10.00 per 1,000 gallons thereafter.
Effective the first billing cycle after November 30, 2013 bi-monthly sewer rate of $150.00 will remain unchanged. Grinder pump fee will increase from $24.00 bi-monthly charge to $30.00 bi-monthly charge.
Pity Gwen and Nan in the office. When the s**t hits the fan, ie the bills in the mail, the phones will be a ringing in City Hall. Our non-resident customers, paying double the city rates, should be especially delighted.

I was unable to attend the meeting, however through a number of unnamed sources I was able to come up with meeting highlight/lowlights.
Golf carts on city streets was again a topic of discussion...kind of like the Living Dead, they just keep coming at you. Nothing new to offer other than they want what they want. Apparently the Mayor and Aldermen are weary of the subject, a motion for the City Attorney to draft an ordinance for golf carts died (sic) for lack of a second. End of discussion, right? Nope, proponents promised to be back next BOA...never a dull moment.
In a related subject, rumor has it there will be a proposal floated for consideration by the WLIC membership to convert the property below the Dam into a Par 3 Golf Course. Could this be a back door tactic for the GCC?

When It Rains...

Two Reasons to go to the BOA Tuesday Night
- Golf carts on City streets
- A looming gigundo water and grinder fee increase
A very small band of folks is determined to get golf carts on City streets. Forget that the council labored over this issue many meetings last year and decided no go, the issue is in front of them again. Some times we are just too polite. A simple "NO" will do.
The erratic management of water rates continues under the guidance (?) of the Mayor. No, KCMO has not increased rates, that is usually in the spring. One of the reasons given is declining water usage. Wait until you see the new rates, you might consider paving that front yard instead of watering it next year...really.
If you can't make the meeting you can always pick up the phone and call your aldermen and mayor, I feel sure they would love to hear from you.

Like the Golf Cart issue, Google percolated to the top of pressing issues need the BOA's attention. Jerry noted Gladstone had recently accepted/agreed to terms with Google Fiber and that apparently Riss Lake has formed a committee to be Googled as well (leave it to the elite, right?). Just by his tone I could feel a committee being formed and...hizzoner offered the question, "should we have a committee" pointing out citizen Mary Florence might be a candidate to lead such committee.
Luckily Jerry continued without the discussion getting serious. He opined we could meet with Google, but his belief is they will come when they get to us. Alderman Stevenson wanted to know how many Weatherbeans had signed up for the service...his question still hanging in cyberspace, unanswered. Alderman Botbyl asked the question, "are we ready/prepared for disruption of our infrastructure?" pointing out the digging that would be necessary (is that true?) and George pointing out the rocky nature of our topography...oh dear.
Jerry, taking in all the comments, feels we should "go slowly" an ironic comment based on the fact that indeed that is the situation without Fiber. Slowly it is, with a near miss on another appointed committee, phew, that was a close one, huh?

I hate it when work interferes with my hobbies, but duties in Beantown beckoned and I dutifully responded.
Police Report
Chief Gary presented a new part-time officer, Bruce Luedeman for consideration by the council. An experienced law officer, Bruce will be available during the week to fill in. The Chief explained how important that is in light of many of the part-time officers only being available for weekend duty. Bruce approved by the BOA at $13.50 an hour.
The Department had another busy month with 102 calls, there were three reported thefts in access areas and two burglaries of homes. The Chief was quick to assure the BOA that the burglaries were "internal" jobs, that is relatives or friends of the owners. One loss is estimated @ $11,000...causing a gasp in the crowd as Gary believes the loss may not be recovered...ouch.
A report of green vegetative matter in prepared food as well as some found in the restrooms was reported at an event at the Community Center. Yep, MaryJane. Caused a scare as one of the consumers of said Weed was a police officer with Federal ties...I guess that would mess up a random drug test. Apparently as is well as the concerned officer tested negative. No arrests made but reportedly there were no leftovers either.
One last item, it was noted there have already been over a thousand security checks of homes this year, dwarfing last years total of 970.
Going back to last post of Golf Carts. What do you want your Police Department to be doing...security of the City or policing Golf Carts? Really.

Just when you thought the streets were safe...
The small group of folks who are looking to grant access for golf carts on city streets reappeared to petition their cause to the BOA. You might recall this was vetted thoroughly (in my opinion, beyond what was necessary) with the result leaving the city code intact and not allowing them on city streets.
They tried a number of tactics including their incorrect reading of both the current city code and revised state statutes. Both the Chief and the City Attorney advised them their interpretation was not correct. Other points the group gave for consideration of an ordinance were:
*There are probably 20 or so golf carts (average cost $4,000) which is forcing the owners the owners to keep their carts garaged...a hardship.
*They pose no more safety concerns than bikes, so if carts are banned why not bikes?
*There are other communities who allow carts, Parkville, etc.
The only alderman to really challenge the group was Botbyl who countered with statistics regarding the safety, or not, of golf carts. One interesting stat was the number of rollover accidents/injuries in carts.
Seeing no warm fuzzies from the Mayor or BOA, the group asked for a suspension of the ordinance which disallows golf carts (actually it doesn't call out carts, it defines motor vehicles). City Attorney John pointed out because it was not on the agenda, a vote could not be taken.
Alderman Clark, seconded by Finn suggested the issue be placed on the agenda next month. Hopefully Clark's tactic is to get the issue to a vote and dismiss what is becoming a rather frivolous waste of time for the City...in my opinion.

Quote from the Mayor in regards to scheduling of meetings. It has been an issue from time to time, especially when a working citizen from WL wants to observe the the BOA or a Committee in action. The early morning meeting of the EAG last week is an example, and the discussion about a work session to discuss 2014 budget to be held at 1:30 PM on the 25th. Forget about scrutiny from the public, Jerry is just fine with the vale of anonymity obtained by meetings during the work day...but then again, as he says, "us retired guys don't care".

Police
A new part time officer was presented (and approved) before the BOA. Candace Shamps (sp?) is a Police Academy Grad who is now joing the force. Questions from the aldermen included, "Is this the first female on the force" (No), "Have we had part time officers before" (Yes), "Would she immediately begin duties on her own" (No, there is a ride along period). Interestingly, none of the aldermen asked or included her starting salary in the motion to hire her.

Jacob Chambers and Gina Chambers had a number of questions regarding the use of golf carts in the City. (Really folks, I am not making this up). They are not quite sure they can be banned based on the wording of state statute, both the City Attorney and Chief assured them that our City ordinances do not allow for golf carts on City Streets. Jerry did advise them the city had spent "a lot of time on the issue" (way too much in my opinion) and in the end the sentiment of the BOA and public was not in favor of allowing GC. Nonetheless, Jerry allowed the City might consider the issue again if warranted...giving the hope to the Chamabers to zoom down EastSide Drive on their cart.

"Sand in the Clams"

You would have to been present to understand the quote from Mayor/President Jerry Bos. And because some of his sayings don't make much sense or pertain to the subject at hand...I will spare you the details.
The subject of the Special Board Meeting was the request by the President of the Entrance Advisory Group Committee, Jerry Bos, to approve an expenditure of up to $4,000 of money set aside for monuments to build a test pylon @ Kerns & 76th.
I know my keen readers will pick up the detail of the current EAG President being Jerry Bos. The previous leader Jim Miller has resigned and somewhere along the line Mayor Bos was elected the new President/Chair of the EAG. When this happened is unknown, possibly this past Tuesday morning at an early morning meeting of the EAG. In any event, Jerry did not inform the Aldermen (or the public) at Tuesday's BOA. He did discuss the aspects of Tuesday morning's meeting in regard to spending $. It was only by the direct question from an alderman on the composition of the EAG did Jerry inform the BOA of his new position as President. Odd. Transparency isn't one of Jerry's strengths.
Because of the relative newness of three of the aldermen (with the exception of Finn) a fair amount of time was spent going over the history of the EAG (rather painful since this spans about 5 years).
Bottom line is this, the EAG has around $22,000 in the bank. The $70,000 of pledges outstanding are "soft", the target to complete the monument project is around $110,000. Obviously "the community has to bring money in" (Bos). Despite this issue, the EAG has decided to forge ahead. They have identified a vendor in St Joe who says he can make pre-cast cement pylons for around $4,000, compared to the current pylons which cost about $11,000. The idea is to build a demonstration pylon @ Kerns and 76th, with the possibility of doing the same at the last three monument site (Potomac, WestSide, Kerns/73rd Terr.
Lots of questions regarding the cost of maintenance of the monuments to the Mayor/President. He says the goal is to have zero maintenance planning for the sites, which means lighting and water for the most part not being incorporated in the sites to be built.
So the vote was to spend the $4,000 for the test pylon (Clark voted no).

DOA?

Tonight @ 6PM, a Special Board Meeting will take place, Topic...EAG Committee Decision. Apparently, the Committee or at least the Executive portion of the Committee met Tuesday morning. The meeting was not posted on the Web site, I am assuming it was properly posted on the bulletin board @ City Hall.
Jerry mentioned the EAG wants to move forward and spend $3,000 to $4,000 to build a mock pilon, similar to the previous one built @ City Hall. Apparently there is a different method that will be less expensive, but have the same appearance as the new monuments (?). Jerry will be asking the alderman this evening to authorize the expenditure of the money.
Fund raising (Bos/Surma) continues to be stagnant, with only one of the outstanding pledges being contacted in the last three months...not exactly what one would call aggressive. The whole project lost steam some time ago, and the appetite for the EAG to complete the project has been lost.
Did they bite off more than they could chew? Take a look at the old monument @ Kerns by the dam ( and the lack of even basic weed trimming), that might be the answer.

Ok, guilty as charged, continued AWOL from the blog...but I did attend last night's BOA meeting which had its share of highlights/lowlights.
It has been pointed out to me recently the City has stopped publishing official notices in The Landmark (http://www.plattecountylandmark.com/) and switched to The Citizen
(http://new.plattecountycitizen.com/wordpress/?cat=314). For the casual observer, no biggie. But inquiring minds want to know, so I posed the question to the Mayor at Open Comments. After a bit of hemming/hawing and obfuscation the truth came out. It seems the editor of the Landmark, Ivan Foley, printed remarks about Jerry some time back that offended Jerry. What's a Mayor to do? Payback in the form of pulling the publishing of notices in the Landmark and going to the Citizen. That will show him. (Also interesting that Commissioner Bev Roper has taken her lumps from Foley as well).
A bit about political persuasion. I think it is fair to say Mr Foley has a conservative bent, and certainly Jerry has made comments in the past that align to the right. I think it is also correct to put Mr Stubbs, editor of the Citizen, a good tad to the left of center. Is Jerry joining up with the libs?
How would you know about the switch? Nothing about it on the City Web site. Not noted in Jerry's recent column in the WLL. It was obvious the aldermen were unaware of the switch as well.
For the most part, there is never anybody from the press attending our public meetings, at least not from my observation the last eleven years. It gives City officials the opportunity to bask in anonymity not afforded even to their County counterparts. Thick skinned? Nah.

Something Old, Something New...

Inauspicious start for my return to BOA meetings, arrived @ 6:50 PM to see the BOA already in session. Say what? Secret session started @ 6:30 (okay technically I assume they pinned a notice on the bulletin 24 hrs prior, but there was no agenda on the City web site, so I presumed normal 7PM start...as did regulars Ms Payne and Ms Birmingham who were "late" as well.)
So what was the need for an early start? Not sure, but must have been related to the changing of the guard on the West side. Vic DeJong resigned to move to greener pastures and his replacement was sworn in.
Something Old, New
Which leads me to the new alderman, Steve Clark. He was an Alderman from the East Side for a number of years, before moving to the upscale West Side. How many aldermen have served on both sides of the lake?
(does that make him "bi"?). Anyway, Mr Clark successfully navigated offering an ordinance, something Vic never managed to figure out.

Public Works
George announced the sale of the 2008 Truck for $24,500. Bids were taken after last BOA. The theory was the truck was out of warranty and probably would become a constant repair issue (George was right on this one, he reported the winning bidder had to sink in $2,000 on the truck right after he took possession).
Of course the whole idea of selling the truck was to buy a new one. Price range, $40,000 to $41,000 on a state bid price. The conversation turned to the mechanics of buying the truck when City Attorney John raised the question of whether the purchase was in the budget. Jerry replied neither the sale of the truck or purchase of the new one was in the budget. Bos pointed out that previous purchases of trucks had been split from three budgets, Road, Sewer and Water and that he "didn't buy" the concept. Jerry said the funds were available in the General Fund.
Ok...a quick break...Bos and the BOA have on a number of instances ignored what many would say are expected, and in some cases, accounting procedures (despite Hizzoner being a CPA). Typically one would expect a line item for such an expenditure, within a budget plan for the year. If an unexpected purchase of this nature occurred the budget would be amended to indicate the transactions. It has nothing to do with the money being available. I wonder what newbie alderman Botbyl would have said had he been there.
Back to the action, John shrugged, accepted the Mayor's explanation, a resolution was made and passed by the BOA to purchase a new truck for no more than $41,000.

West Side Story

Although there was no formal report, Jerry gave an update to for the Entrance Monuments. The EAG Ad Hoc Committee met Tuesday morning determined to move forward with the last phase of the Monument project. Focus? Fund raising. The projected funds needed to finish the Monuments (all on the West Side) is "$150,000, $160,000, $$170,000" (hey, I just copy down what is said). "$80,000 to $90,000" needs to be raised with $70,000 in pledged money outstanding. When questioned on the likelihood of the pledges being fulfilled, some being 3 years plus old, the Mayor felt confident of the money coming in. Add the current bank balance of $18,000 and the kitty should be full...if they can raise the money in their new campaign.
Co-Chairmen of Fund Raising are Boss and Ron Surma. They want to "reach all of the community"...I believe that refers to the earlier strategy of targeting high rollers at WL while pretty much avoiding the community at large. It will be interesting to see if they can revive a moribund effort. More than a couple of folks have commented to me the lack of monuments on the West Side (ok, the mini-phallic symbol @ Hillside is on the West). This must be a bit galling to Marge and Ray who were on board early with the whole Monument initiative.
Not a very good harbinger for fund raising is the current Fireworks fund. Efforts fell short last year and this year is anemic once again, prompting Jerrry in his financial review to the BOA to pen "Let's Get Going" in the margin of the Fireworks Fund balance sheet.
Indeed.

The BOA got off to a slow start, really no start at the official time. Why? No quorum. Alderman Botbyl absent and Alderman DeJong absent but enroute. After cooling our heels for 15 minutes, the crowd (including a number of Boy Scouts) hailed Vic as he gave "a thousand apologies". Civic lesson #1, you have to have a quorum.
The problem with most legislative bodies is they make laws or tinker with existing laws, many times with no apparent benefit. So here comes the big bang. The BOA has toyed with different ideas about increasing enforcement of our current ordinance controlling fireworks. The police have been handcuffed (in a manner of speaking) regarding enforcement, often being unable to catch the perps in the act of firing of the illegal fireworks or violating the curfew for blowing up a Black Cat after hours. Solution? Change the wording of the ordinance so that the property owner/renter is responsible for the deed, committed by anyone on the property...unless of course they are a trespasser (subject for another time).
But wait...WLIC property is private property, so if a member, not trespassing, goes to C Point to launch a Roman Candle, who it responsible? Seems WLIC is...yes,I know Rules and Regs forbids members to commit said act, but it isn't a law.
When the Chief of Police was asked his opinion about the changes he waffled a bit, I'm thinking he isn't a big fan of the new revision. Oh well. Although he didn't say it, I think the City Attorney sees the WLIC issue as being problematic.
Newbie Alderman Stevenson had a great question, "what are we trying to fix?" No really cogent responses to the question. However when it came to the vote all three voted aye, so, it is a done deal. Look for a recap of the ordinance in a mailer being sent soon regarding the 4th.

It is my understanding at the BOA meeting this Tuesday, Mayor Bos will announce Fiber One is coming to WL apparently confusing the cereal with the internet giant.

Chamber of Commerce
Then the Star runs the double your taxes @ WL piece, without the Chamber weighing in...Assessor Christian had his way with us, referring to the uproar @WL...and dismissing it as "noise".
And finally the apology by the TV 5 reporter on the inaccuracy of her comments...oops. All in all we've had better weeks for PR...not exactly the stuff that makes people hunt for listings in WL. At least they didn't drag out the "litigation lake" and "goose killers" allegations.

I wanted to touch base with you about the zebra mussels story. I am the anchor that reported that story inaccurately. My deepest apologies. As an anchor, I always make sure to re-write scripts in my own tone - however, my intention is to never change the meaning or facts in the story. That day, I read the existing script and misinterpreted the story. We were telling folks not to take their boats to other lakes if they had been in Weatherby Lake in order to prevent spreading of zebra mussels. I took that as - boaters pose a risk to other waterways if they had been in Weatherby lake waters because of a zebra mussel problem. We did air a correction on the story Monday at 5 and we plan to air another correction this weekend in my morning show for any viewers who might only catch the weekend news. Please know that I strive for accuracy and truth in my reporting and in this instance, I made an honest mistake. Please feel free to contact me if you have any other concerns.

Yep, the same KCMO City Council and Mayor who whine about the current costly configuration of the airport and inefficient 3 terminal setup, just voted not to improve shuttle service (and save money) at KCI.
There was a proposal and bit to privatize the shuttle service in light of costs and poor service. Standard Parking, a private management company, made an attractive bid to take over the service but the vote went down with only two councilmen voting for the plan, one being Russ Johnson. Why would the council turn down saving $7 million over 5 years and better service to boot?
According to the Star..."the union representing the drivers". Not surprising because the unions have had a tight grip on KCMO (Fire/Police to mention a few) for years. (Local 500 of the American Federation of State, County and Municipal Employees represents the drivers).
Why the proposed change in the first place? "numerous accidents and chronic absenteeism, leading to high overtime costs".
Of course this would be resolved if we spent more than $1.2 billion for a new terminal.
Maybe a drug screen would be appropriate for the Council?

Story by Glenn Rice, "Assessment spikes come as a surprise"
Trying to quell what has been reported as a firestorm of protests from Weatherby Lake, Platte County Assessor David Christian tries to make the case for the recent round of reappraisals. He notes there are "pockets" where property was "substantially under-assessed" (Weatherby Lake) and he suspects "those are the ones who are making the noise".
{There is a difference between making noise and doing something about it in my view. If you feel you have a case and haven't contacted the Assessor's office you would fall into the "noise" category}
Christian cites the sales of 13 lake front homes (time period not mentioned) where there is a difference between assessment and sales price. I guess 2nd tier got dragged along for the ride.

You Can Run, But You Cannot Hide
Tomorrow marks one week since the events in Boston, I'm still struggling to make sense of it all. As a runner (3 marathons), I know the satisfaction of crossing the finish line, the cheering by the crowd at the finish is always part of the rush of crossing the electronic mat that signifies 26.2 miles (crazy, huh?). It wasn't all that long ago that running really wasn't much of a sport let alone a spectator sport. It is really the only sport I know of where a rank amateur can stand at the start along side an elite professional athlete, just a matter of paying the entrance fee, think about you suiting up and deciding to be part of the kick-off team at Arrowhead (ok for you sharpshooters, Boston is a little bit different, you have to qualify or participate in a charity).

No Way Jose
That is what US Representative Todd Graves says in a "As I See It" editorial yesterday in the KC Star (hmmm, suspiciously close to WL As I See It)
Graves, I suspect not a best bud of VanLoh of the Airport Authority, mentions the $250 million already spent in recent years for upgrades to the current terminals, advising it would be a "waste" to spend more on a new single terminal. That big whooshing sound you might hear is little bit of the hot air from proponents advocating the new terminal, promising among other things, more airport usage and attracting more airlines. Pure fantasy.

A Bit Short

During the public comment portion of the meeting the Mayor was questioned, by a citizen, about the lack of a report on the agenda for the Entrance Advisory Group Committee. Jerry's response was that there was no report, but the EAG was thinking about having a meeting". He felt that there were not problems with the leadership of the group, but they needed energized "worker bees" to renew the efforts of the EAG. The EAG fund has $18,000 in the bank with two pledges of $25,000 uncollected and another $7,000 to be collected as well. It is Jerry's estimate that a total of between $135,000 and $150,000 total needs to be accrued to finish the monuments. When asked about the effect of the new reassessment, he believes it means an extra $2 million out of WL taxpayers pockets. Despite this, he believes they can raise the amount of money needed. Really.

The first business of the new BOA was to elect a President of the Board/Mayor ProTem. Finn nominated Vic, seconded by Botbyl, nominations closed. Jerry commented how he wanted to put Vic to work more...a pipe dream but what the heck.
If you want to work, the City has scheduled a "Work Day" on April 28th, 8:30 AM (presumably at City Hall) to clean up the City right of way. Should take about 2 hours...and there might be coffee and doughnuts.

If the reassessment wasn't enough to cause you financial stress, Hizzoner the Mayor announced the City received notice of a 14% increase in sewer rates from KCMO. This will bring the new rate to $34.50 per month. No mention when the City (or if the City) will pass on the new rates...I imagine soon. This will continue for the foreseeable future because of (supposedly) the EPA settlement with KCMO. A King's ransom for a poo.

The Boat Motor Guy
Arlie Fagan died. Had a heart attack Sunday evening and was on life support
until Thursday. I think the Services plan is for Visitation Sunday at 1:00 and Funeral at
2:00 at Rollins Funeral Home, Platte City. The Fagan family is going to gather
at the Pavillion at C Point from 3 to 5. (I have reserved the Pavillion from 2 to 6). Betty would like to visit with
Arlie's boat friend/friends from the lake - please help pass the word.

Swan Song

The BOA after the election is always a bit unique, the outgoing officials preside over the beginning of the meeting followed by the swearing in of the new officials, followed by the rest of the meeting. A motion was needed to accept the results of the election, Mary stumbled in placing the motion on the table for a vote, commenting "after six years", referring to the fact she still could not get it right...she is not alone, they all have their share of trouble following parliamentary procedure.

Before stepping down Ms Hoy asked for the opportunity to make parting comments, which the Mayor granted. A summary of her remarks:
- She believes we should have term limits
- Being in office after six years affords officials to be "too lazy" (wonder how Finn felt about that?)
- That all being a result of being in office "too long"
- She has accepted a full time position at the institution she is currently working
- She gushed in her praise of the Police and Public Works Departments, acknowledging Gary and George, commenting how safe she feels at night and confident about the snow removal. No mention of the City Clerk (Gwen) and staff. Odd. Oversight in the moment or intentional. Go figure.
- Progress on the completion of the Entrance Monuments
- Updating the city codes
- West Ridge development (although not specific, this refers to her efforts to reduce lot size, allow patio homes, etc).

Additional Comments from Stevenson and Roper (who attended the meeting with Bos at County Assesor's office).
Stevenson:
- The motivation for the County to do reassessment was the State requirement for property to be assessed at 95% of market value, if the County does not adhere there is the possibility the State could take over the County assessment process (the Assessor cited examples where in fact this has been done).
- Once you "open your case" (with Assessor) it is open, meaning the assessor/appraiser and Board of Equalization can increase your assessment over the current proposed. (Alderman Finn actually was involved in a case where this happened.
- She shared with Assessor the background of WL including the fact that we had the reputation of "litigation lake" and she opined "there will be litgation" regarding the assessment issue.
- Regarding impact on city taxes/levy he said, "I think we can go up to the same amount as last year plus cost of living".
- Jerry estimated the income to the City via taxes is roughly "$9.85 per $100. (He came to this via a rambling and difficult to understand soliloquy on the various sources of tax revenue to the city).
- It was during this ramble (Jerry loves a crowd) that he took special effort to make a reference to "that Idiot at the Landmark". This is in regard to, I presume, a piece written by Ivan Foley at the Landmark that discussed the road sales tax issue just voted on this month. Jerry felt the need to engage but then recalled advice he once received from an attorney, "never pick a fight with someone who buys ink by the barrel" Of course he took the opportunity to call him an "Idiot" in a public forum and on the record...so Ivan, have at it. http://www.mediabistro.com/10000words/ink-by-the-barrel-on-the-internet_b11933
- Various comments from the peanut gallery, in the end, pretty much the same, how unfair the process is. Bob Campbell seems to be heading up an ad hoc group to fight the process, and requested use of the Community Center (for free) for a town meeting on the subject. The Mayor and City Clerk replied it would have to be rented, for as low as $30, based on time of day/week. Verlin Boes volunteered to ante up the $30.
- In the crowd was Don Hoy, presumably to watch Mary get her sendoff from the BOA. Of interest, for those inquiring minds, Mr Hoy is currently President of the Board of Equalization...yep the BOE is the body where your appeal may end up in July.

The Main Event

There was/was not a meeting regarding the property assessment furor last night. There was discussion at the BOA meeting last night regarding the issue as part of their monthly agenda. There was not, as reported on several emails making the rounds in WL, a separate meeting to chat about the problem. In any event the audience was packed, my guess around 30 people, as the BOA meeting began. They had to endure the swearing in of new aldermen, judge, and comments from the outgoing aldermen, Hoy and Folkedahl, as well as Mayor's Comments before getting to the subject that all were there to take in.
There was a meeting on April 5th in Platte City with the County Assessor and two staff members. Mayor Bos, incoming alderman Brian Stevenson and County Commissioner (and WL resident) Beverlee Roper were in attendance. The meeting lasted 3 hours or more...some highlights, as described by Jerry, he listed these as "facts".
- 2005 WL was reassessed
- 2007 No reassessment (the County may reassess every two years)
- 2009 No reassessment, due to "housing market collapse"
- 2011 No reassessment, primarily because assessor "Lisa Pope was sick"
- 2nd tier people felt 1st tier people were under-assessed
- the north end of the lake wasn't as deep as the south (presumably referring to lake depth at docks)
- although not part of comments from WL citizens, it was mentioned numerous times the concerns that some at The National had expressed concern over the lower assessments at WL.
- Measurement of 1st tier footage on the lake
- 2nd tier determination of "good lake view", performed by assessor's office this past winter.
- The good view lots assessed @ $60,000 for value of land, "no view" $40,000. Their were variances to this methodology, one example was lot next to Rick Noble which increased to (without explanation) $80,000.
- Another odd example, two contiguous fishing lots being assessed as if they were one building lot (Stevenson is in this situation)
- "Comparables" - When looking for valuation examples other like homes on the lake being used. For whatever reason Vic DeJong's house was used and an example of a comparable (no real reason given). MLS was cited as a source potentially. Evidence you might provide include a certified appraisal, recent refi appraisal or "other convincing evidence"

If you like standing in long lines you will love the single terminal proposal for KCI. Newark and Philly are some of my favorites, and neither of those are technically single terminal. There are a couple of ways to beat the system, other than being part of the flight crew that goes to the front of the line. Be an elite flyer (like Bubba and me on Delta) and bypass the riffraff and go to the front of the line (ok, when I fly American and Southwest, I am riffraff too) (so as not to short change Ace's employer, I am riffraff @ United as well). Or you could sign up for programs like CLEAR which have bypass lanes for their members but are not universal yet...and you have to pay up.

Dumb
An example. This week I had a business meeting in Memphis. I started planning for the trip two weeks ago, the best airfare I could find that met my needs was $853...yes, $853. I considered traveling to Little Rock, and driving to Memphis, would have saved me $400, and if it had not been for bad return connections I would have done that. Memphis just completed a very nice redo of their airport...relocated their car rental back to the terminal, new ticketing, added some shops, really nice. One problem, it is a virtual ghost town compared to five years ago, when I arrived on Monday, I passed gate after gate with nobody there...during prime time, 4PM. The consolidation of airlines, use of smaller regional jets has not been kind to Memphis.
Who will pay for the new terminal at KCI, $1.2 billion. The story is changing from the Feds chipping in a big chunk (unlikely) to a bond issue...saddling KCMO with even more debt, good luck with that. And of course there is you and me...(yes, you, because the forces that be agree, you the air passenger will bear the sure bet of increased fares).
One word, Dumb.
One more thought...TSA. On the trip this week to Memphis I traveled on Delta. One of the reasons promoted for the new terminal, is the streamlined security it will bring over the current costs because of the three terminal configuration (actually I think it may go to two shortly). Anyway, after having the guy at the stand make red marks on my boarding pass I encountered a young TSA guy directing me to which line to be scanned...he pointed to the right, with 4 people...while the line to the left had 1...I pointed it to him and he said "I am supposed to balance the lines"...Da...I think most passengers could figure that out...and then, after going through the detector, observed a number of TSA agents watching other TSA agents, all the while grabassing around...I feel safer, don't you?
