It is the future bottom of North Cove. Currently waiting for rain by the KCMO construction site.
It reminds me of the pile under which the "unitary executive" and puppetmaster Dick Cheney is trying to cover up , hide his actions and bury his shameful legacy
The pipes are to allow the hot air from him to escape .This lets even more hot air out than "FOX Fixed News" is releasing .
The hydrant is an appropriate monument and a good way show our respect fot the man who repeatedly said "Deficits dont matter"
Add that to the long list of public pronoucements and serious miscalculations
