No Payne, No Gain

No...that was alderman Hoy's vote when it came to the Ordinance for the Service Contract with CC Manager Shawna Payne. Finn, Yes...DeJong, Yes...Bossert, Absent...Motion Fails. An ordinance takes three fourths vote and with Bossert absent the vote was doomed with the Hoy No vote. The ordinance would have given Ms Payne a raise from her current salary of $387.5o to $425 a month, a whopping of $37.50 a month increase. There has been bad blood on the part of Hoy for some time, this wasn't much of an ambush. What was surprising is the lack of leadership by Mayor Bos on Paynes behalf...maybe he doesn't want her around. City Clerk Gwen gave a positive endorsement for Payne, pointing out the hours and customer service Shawna has given, not to mention the many bookings she has brought in.

Maybe it was a budget issue? Hoy seemed confused after Jerry pointed out the raise was well within the budget for the year. So what was the problem? Mary didn't say, except for "No". Right after the ordinance failed, the BOA voted, on a motion made by Hoy, to increase the non-resident fee from $350 to $450 for a weekend rental...the motion passed.

So what does Shawna do exactly? From the proposed contract, she would:
  • Show the facility to prospective renters within 72 hours of contact from said prospective renters and/or by the City
  • Obtain a completed and executed rental agreement and remit same to the City prior to use of CC
  • Verify that all rentals required by the rental agreement have been paid by the renter to the City
  • Keep an accurate calendar and schedule with regard to the use of the CC
  • Point of contact with the City is to be the Mayor
  • Provide the Mayor and City Clerk by the second Monday of each month a report concerning the previous months activities
  • Provide the Mayor and City Clerk with weekly reports concerning the updates to the schedule
  • Check the building and grounds following the event for clean-up compliance
  • Notify the City Clerk regarding the renter has complied with the rental agreement and should the receive a refund of the renter's security deposit
  • Notify the Police Department regarding "alcohol" oversight for events
  • Maintains track of keys and pendants
  • Notify Mayor and Public Works Director of all needed repairs
  • Provide other information/labor as directed
  • Obtain other reasonably requested documentation from the Renter
All that and the pleasure of being on call 24/7 for about $14.16 a day (new contract) or $12.91 current agreement. A bit of a disgrace, don't you think? Like other bonehead votes she has done, you won't read this in Mary's update...if she sends one.

I am appalled! Mary wants to garner an increase of $150 for a single rental during the month, and won't allocate any part of what could result in $1200 of increased revenue for a measly $30 raise? Sad. Very sad.

Ok so it appears Ms. Payne makes a SMALL daily rate, however from what I have been told she only works a FEW hours over the ENTIRE course of the month. So to break it down to a daily rate seems a bit of a joke to me. Also if the property isn't clean from renters and she goes in and cleans, she gets those fees, so she DOES make more than that per month. I believe from word of others there is a habit of saying renters didn't clean properly... Yes typing reports can take a few minutes, but isn't that also what spreadsheets are for???

I wonder if it can be posted what Ms. Payne's gross wages and hours worked were in 2007, 2008 and 2009

She appears to do a fine job promoting the community center and it sounds like rentals are up since she took over the duties, nice to hear it was used most weekends thru out the past year.

To "I have been told":
Who told you, Mary Hoy or Pat White? I am a resident, have rented in the past year. Shawna Payne was professional and accommodating. My guess she spent 2 to 3 hours from beginning to end on my rental, maybe more. My bet in the end she is pulling down minimum wage.

I think those who like to be critical of Ms. Payne should try her job for a week. It is a no win situation most of the time listening to the carping and making sure it's taken care of. I'm sure "I have been told" was told from someone who knows all and has no personal agenda.

I have to agree with "I've been told" Give me a break if Shawna makes $387.56/month even if she put it 40 hours a month still makes $9.69 an hour. What PART-TIME job pays that?? And 40 hours a month was PUSHING it~ I would like to see her actual work hours over the last few years. Oh wait I think we ALL know she pads what work she has SAID she has done. Look at what she did to the fishing club after a fish fry that our own Chief Gary helped clean up and she tried claiming she had HOURS of work to do to clean and there was some kid thing she did the same thing to. I know we had SEVERAL members of the community that were willing to do this job. So if it is TOO much for TOO little, she should give it over to someone else!

ok, so this is what this is all about, Bugg and the Fishing club being pissed off about being dinged for cleanup, boohoo. I've been told a number of clubs left the place in need of cleanup, until Shawna started. It is a Community Center, not a frat house or club house.

First of all it was my comment and I am NOT even a member of the fishing club, nor any other except for the yacht club for outside reasons. So as to boo hoo's who gives a you know what. Grow up people there were plenty of people in this community willing to do Shawna's job for FREE yes I said FREE while we were donating to save the community center. I find it interesting that 2-4 at 2:21 implies our Chief of Police attends "frat parties" as it was brought to our attention in that BOA meeting regarding the fishing club allegations of being un clean.

Would the folks who want to do it for free call city hall to sign on? the savings will pay for street lights and a lunch once in a while for city worker perks since there's no raises.

What I find a contradiction is that whatever Ms. Payne is doing seems to be good enough that it has improved the Community Center and its promotion approach enough, that we think we can weather an increase of $150 per rental. Yet, everyone is dumping on her.

Frankly I'm wondering if those "outside" rentals are going to STAY UP with the $150 fee increase!! That will be interesting to see over the next year

Just a clarification...the rate increase for non-residents/weekend is $100.

Just wondering how many of you that are saying negative things about Ms. Payne running the Community Center have actually even met her? Have you rented the center from her? Seriously, if the center has been rented 111 times in 2009, and is looking to be rented that much or more in 2010. What is the actual problem? I have to say I personally have rented many times from Ms. Payne she is easy to work with and is willing to help in whatever way I need. In fact she shoveled the snow from the side walks since the WL maintence crew could only take care of the parking lot. I think you if you have rented the center from Ms.Payne and have a problem maybe you should let her know so she has a chance to improve he mistake. Other wise you shouldn't be saying anything. I say give her the raise, she has out done herself for me.
