2011

Adios 2010 and hello 2011!
A few wishes for WL for the New Year:
  • Aggressive actions by both the City and WLIC in protecting and preserving the Lake.  Nothing else much matters if we don't get tough on those individuals and entities who don't respect our lake.  The new amenities at C-Point, entrance monuments, alcohol in the Parks won't make a difference if the water is fouled.  How did we do in this regard in 2010?  I'd give us a letter grade of D, not nearly good enough.
  • Fiscal responsibility.  Are you watching the budgets for the City and WLIC?  How is the revenue to debt ratio?  Is future planning aligned with our financial means?  This year could be critical.
  • Leadership.  Always opportunities for others to step up and play a role, both at the City and WLIC.

2010, Unfinished Business

Highlights/lowlights of the year have to include a couple of high profile projects.  For us on the West side, the opening of Barry Road at the bridge was a big deal.  A whole week went by with Wildwood-free travel  until Amity Road was closed...back to the hood if we want to take 152 anywhere.  Our buds on the East side now get to share the love if they want to get to 152 as well.  Winter weather will slow the pace of construction with Barry road east of Eastside and Barry west of Westside looming in the wings.  We're already used to the orange barricades and cones that adorn our roadways.

A similar story regarding the entrance monuments, aka, entrances Jim Miller, chair of the EAGC (Entrance Advisory Group Committee) announced in January $250,000 had been raised from 25 individual donors.  He saw no problems in raising at least another $150,000.  It was thought at the time this would put the EAGC in position to move forward.  After one bid opening, followed by a re-bid the project is stalled, with major redesign in the works.  Although the EAGC is an official appointed committee of the City, it has had relatively few public meetings...grumblings are beginning to grow as the fumbling/stumbling of the project continue.  Sooner or later the BOA will have get involved.  It could get interesting.

Another project started this year is the long awaited C-Point renovation in two phases.  Begun this fall, the old "pavilion" is gone and the new is virtually complete along with seawall and ramps, spring will see the completion of phase I.  Hopefully we'll have a wet winter and spring and the lake will get back to full pool.  Phase II and the badly needed restroom room and road upgrade will begin in the fall of next year.  

Five homes were completed in WestRidge, with one being occupied.  Lots of vacant lots, the economy and home building in general promise to be slow.  For the time being the deer still have plenty of grazing opportunities, get up there early in the morning to see them casually cavort.

Crack sealing of the roads was finally begun this year, a bit late for some (Potomac).  Despite a "Five Year Road Plan" on the books, it apparent some major unplanned repairs are going to have to be added to the books  Unfinished business, to be sure..

Our own commissioner Kathy Dusenberry, had interesting comments on her rationale for changing the taxing formula.  She believes in the necessity of increasing the number of spec homes available in Platte County.  Why?  "We need to have an inventory of spec homes so that when companies relocate there are homes available for employees"  Huh?

Who are potential losers in the change?  School districts and local governments (i.e. WL).  The Platte County  school superintendents were wooed by the commissioners...it is fair to say some are less than enthusiastic, especially if homes are not added to the rolls immediately.  Were local governments informed and engaged regarding the decision?  Not a word mentioned at the last BOA, you would think if there was a dialog Jerry or the aldermen would have mentioned it.  The extension granted by the BOA for the length of a building permit plays into the delay of homes being added to the revenue side of the City.

So if Dusenberry is right, we can expect a building boom at WestRidge, soon.

Grandma's Gift to WL

Outgoing Presiding Commissioner Betty Knight, along with fellow commissioners Dusenberry and Plunkett altered the manner in which new residential construction is assessed and taxed in the county on December 13th.  It goes into effect on January 1st.  A similar measure was brought before the Commission in 2006 and voted down.  New construction will now be taxed upon occupancy removing the obligation on builders to pay taxes on unsold homes.
Who cares right?  Depends.  The Kansas City Homebuilders Association pushed hard for the change according to an article in Landmark on December 16th.  Attorney for the Association, Chris Byrd, claims builders have passed up building in Platte county in favor of Clay county because of the current taxing system.  Byrd also said paying taxes on unoccupied homes was unfair because "no one was actually utilizing the services for which the taxes are paid".
Really?  Last time I noticed our Police Department patrolled WestRidge, Public Works cleared snow up there and the City was obliged to treat the homes just like someone lived there.

"Some Northland ambulance response times improve"

The transition from MAST to KCFD has hit a bit of a speed bump in the Northland, highlighted by the article in the KC Star.  KCMO alderman Ed Ford is excited ("That's great news") on word that ambulance response times have improved in KC North.  The target is response within 9 minutes, 90 percent of the time.  It had been as low as 70 percent and apparently the most recent data shows 85 percent.
Trouble in paradise...
The times in the Southern Platte County Ambulance District are not so rosy.  The contract goal with KCFD is 75 percent within 9 minutes.  November numbers indicated a response rate of 55 percent.  When asked about the response times, KCFD Chief Smokey Dyer said, "It is my firm opinion that the citizens of the South Platte Ambulance District are receiving outstanding emergency medical services"  Really?  Bobby Kincaid, chairman of the SPCAD, (yes, he ran for Presiding Commisioner) said, "I and the board will not go for a long period of time on this".  No explanation.  The last time the service was put out to bid there were no credible bidders other than MAST.
At an earlier SPCAD meeting this year (which I attended) Smokey seemed to insinuate the response times by MAST were not accurate, that weather and other issues were sometimes used to calculate the times.  Could be.
In any event the situation is a bit troubling as the District pays KCMO $450,000 for ambulance service.  What are the responses to WL?  I am trying to find out.

Really...a motorist was pulled over in the lot at McDonald's at Troost and Meyer.  3 foot alligator in back seat.  Animal Control called and took said alligator into custody to a "undisclosed location".  Would be a nice compliment to the trout and walleye recently released in the lake...and it would make a great menu addition to the fish fry.
Hmmm, it does taste like chicken.

Coming around the turn on the "hairpin" the other night and came head on into a buck...in the middle of the road.  Luckily I was going slow...he looked at me, not the least bit afraid, and bounded into WestRidge...joining his girl friends I assume.  No worries right?

I was at a Christmas party this past week, conversation drifted into wildlife (ok, clean it up).  A couple owns some property in the Smithville area and sure enough the mountain lion caught in the photos in the news had been seen in their back 40.  One of the lion's favorite snacks?   Deer, and there are plenty of them in their area. Ah the great circle of life.

Not the Army, Weatherby Lake!  Yesterday marked the beginning of filing for municipal elections to be held in April 2011.  We have two seats on the BOA to fill, currently held by Bossert on the East and Hoy on the West.  I'll keep you updated as filings occur.  Know anybody who would want to serve?  Encourage them to run.  

AHoy AHoy...late breaking news, Mary's ship has come in and she has filed for another term.  Filing doesn't end until mid January, so plenty of time for others to take a run at it.

The BOA passed ordinances setting pay for City employees for 2011.  You might recall last year they considered no salary increases based on the "economy"...only to come to their senses and reverse course.  This year the average increase is around 1%.  How does that compare?  Check it out.

My Wet Spot

A concerned citizen presented herself to point out a sewer problem her family has experienced.  Apparently they had a "wet spot" in their yard and assumed it was a small spring.  Au contraire.  Turns out there was a "Y" installed between a septic tank and the grinder pump...where the crux of the problem is/was.  Septic tanks, as you might surmise, were le mode du jour, prior to our sewer system being installed in the City.  The concern is there may be some of these septic tanks still active in the City with potential for poop/pee making its way to the Lake.  Discussion followed with Mary considering an ordinance to force all residents to have a camera map of the sewer lines whenever a house is sold.  Apparently cooler heads prevailed with Jerry and Vic dumping on the idea.   No mention of the issue in Mary's meeting notes.

The Road To Hell

While some are intent on raising money for monuments, the City is coming up a bit short when it comes to roads.  George has identified the need for 39 road "patches" throughout the City, particularly on 76th Terr, 77th, 75th and 75th Terr.  Estimate for the repairs?  $100,000.  The repairs are not part of the much ballyhooed Long Range Street Plan (author, alderman Vic), see attachment #3 http://www.cityofweatherbylake-mo.gov/UltimateEditorInclude/UserFiles/Common/Document/Five_Year_Road_Plan_12-17-2009_111903.pdf

Revenue from the road sales tax, according to Jerry, is around $7,000 per month.  This would mean wiping out about 15 months of tax revenue.  In the meantime, no overlays are planned for 2011 (Check the Road Plan...a disconnect?).  Maybe it is a typo, but the Road Plan has Potomac as being paved in 1990.  We moved here in July of 99 and Potomac was paved after we arrived.  If you look at a road like Potomac, which had cracks sealed (finally) this year, it is hard to imagine the road life being 20 years...as assumed in the Plan.  No mention of the road discussion in Mary's meeting notes.

Monumental Change?

There was discussion, led by Jerry, regarding the current status of the entrance monument project.  (You might recall the email that went to select individuals in the past month).  Apparently the three designers/architects, Dabner, Cantrell, Slaggie, will be meeting on the 13th to discuss the methods to "downsize the design".  (No, this will not be a public meeting in keeping with the current MO of doing the business of the project on the low-down).  A final plan may come to the BOA in February.

Alderman Finn asked about plans for the replacement of the monuments on Barry Road. The Mayor did the two step, surmising there might be two major entrances on each side of the lake.  Finn is a staunch advocate for using the $50 G's received from KCMO to replace the monuments removed during the Barry Road project.  Jerry mentioned he is sitting on two bills submitted for design...no reason given why.

If you are on Mary's BOA notes list you will notice she has omitted the discussion regarding the monuments...odd?

Apparently there is a move afoot to replace trash service in the City.  The Mayor is excited about the possibility of trashing the current provider, Allied Waste, with somebody else...KCMO (wow).  In the preliminary stages, the Mayor is contemplating the next step, you guessed it...a Trash Committee.  A combination of aldermen and citizens would vet the opportunities.

No word on who would head up the Committee, although common wisdom projects Mary Hoy as the natural pick...who else would have a better handle on garbage than Mary?

Pssst, Hey you...yeah you.  Did you get your flu shot? Only 1 out of 3 Americans have gotten the vaccine so far, a shame because it is one of the easiest ways to stay healthy during this winter season.  For some it will be a life saver.  There is lots of vaccine available and lots of places to get it...no excuses.  Don't put it off, do it this week.  Our family "got shot" at Target, painless and efficient.

Sometimes, it does get the grease.  Been Cc'd on some back and forth between KCMO & some Weatherbeans regarding the connection, or lack of it, between the Old Barry and New Barry road at Potomac.  It really was half****d.  But after two weeks, KCMO did what should have been done two weeks ago at the "opening", put a load of asphalt that made a decent transition between the two.  Would it have been done if the folks hadn't taken the time to bug KCMO?  My guess is no.

Despite assertions otherwise, the 25MPH speed limit is here to stay until construction is final...whenever that will be.

Meth and You

I don't expect there are any meth cookers in the crowd and I usually don't wade into state level issues but this popped up this week.  Jay Nixon is proposing making any pseudophedrine product prescription to reduce the possibility of the meth heads doing their thing...pseudophed is one of the main ingredients in making their illegal drug.  Long ago pseudophed products went from RX to Over The Counter (OTC), a move that made it more accessible to consumers.  As the meth craze erupted in MO, the products were moved to Behind The Counter (BTC) and in the recent past and ID and signature were required to track those who used the products.  I suffer seasonal allergies and usually once or twice a year I need a combination pseudophed product to knock down the sinus problems until my RX med kicks in  Some folks also use these products during cough and cold season.  Requiring an RX would set off a sequence of events that would put the consumer/patient and doctor in a difficult position.  Many doctor's offices are reluctant to authorize an RX over the phone without seeing the patient, for clinical and legal reasons.  That would limit access to getting an RX to business hours and in many cases the back of the line for being seen.  Then there is the cost of the doctor visit.

The state Pharmacy Association thought they had been working with Nixon to increase the electronic surveillance of the BTC products. Nixon's press release came as a surprise to the group.  What can you do?  I sent an email to Nixon, State Senator Shields, State Representative Brown to let them know my opposition to Nixon's intentions.

Your Safety

2 weeks after opening  Barry Speedway, KCMO officials are still dragging their feet on addressing a problem brought to their attention at the Barricade Removal Event...the 25MPH speed limit.  Besides the Funk's assertion that it would be taken care of in his comments to a WL citizen after the Event, at least two folks have written emails to officials requesting relief...to no avail.

Spokesman Sean Demory denies KCMO has set up a speedtrap (hmmm, what was that last Sat/Sun) and that the current speed limit was for "safety".  Understandable during the construction day, but evenings or weekends?  Even our "country road", the predecessor BRB, had a higher speed limit.  Also noted to KCMO was the absolute goofy transition from old roadway to new near Potomac...beware, anything more than 10MPH might cause you to bottom out your vehicle...kaalunk!

I was out of town on business a couple of weeks ago when the Planning Commission held their meeting. Since then I have talked with three folks who attended the meeting (all seats were filled in the Town Hall) and I'll give you a quick recap of their recollections.

A brief review prior to the summary...there has been a small but vocal group of individuals who have been pushing for a change to our City Code requirement of 15,000 sq feet for a building lot.  Ray Staton and Alderman Mary Hoy have been the main protagonists/antagonists (See post Nov 15, "Mary says "turn out with a crowd!!!) .  Ray has a personal ax to grind because of his previous situation on his home, which he eventually fixed by acquiring land to make his property conform to code.  It also just so happens he was campaign treasurer for Hoy's run for alderman.  Ana Royal, Ray's significant other, works with the Cone Team...the Cone Team ran into a similar issue with a non-conforming lot/home sale on a property just off of Wayland.  Got it?

The argument for "grandfathering" non-conforming lots/homes is the "what if it burns down theory", the notion that if such a home burned down or was destroyed by a tornado, the homeowners would not be able to rebuild their home.  Technically that notion is false in that there is a process via Building Permit/Plans Review then BZA where a home could be rebuilt.  How many lots/homes are we talking about?  Nobody really knows, but collective wisdom has it at a very small number, possibly 7 to 10 out of the 750 plus homes on the Lake.  The reason it isn't known exactly is it would require a survey of each property to know that #.  (Do you have a stake survey for your property?  I don't and that was really dumb...won't make that mistake again.)  Still with me?

Meeting Summary:

North Amity Avenue closes for construction

Road and culvert improvements on North Amity Avenue will begin a multi-phased closure of the roadway between Northwest 87th Terrace and Northwest 86th Street for up to six months, starting Dec. 6.

The first phase will close North Amity Avenue between Northwest 86th Street and Northwest 87th Terrace to through traffic. As construction proceeds, crews will implement additional closures. Motorists will receive warning in advance of these closures.

Upon completion of winter construction, North Amity Avenue will close fully between Northwest 86th Street and Northwest 87th Terrace, as will Northwest 86th Terrace. This closure will allow City crews to complete roadway construction.

"Though there will be some temporary inconvenience, the planned enhancements to Amity Avenue will well serve motorists, bicyclists and pedestrians alike," said Councilman Russ Johnson. "The improvements will be much welcomed by the 2nd City Council District."

The North Amity Avenue improvements will replace the current roadway with a four lane improved road that will include four foot bicycle lanes, curbs and sidewalks. In addition, culverts will be replaced at Northwest 86th Terrace and Northwest 87th Terrace.

Detours will be posted prior to construction. Work on this project is scheduled for completion in early summer 2011.

The Capital Projects Office managed the design and construction of this project for the City's Public Works Department.
