Voter Turnout @ WL?

One comment yesterday (Anon 9:27PM) asked a question regarding voter turnout in WL.  The Platte County Board of Elections recently posted the results.  The results show the final tally to be 37.2% of all registered voters in WL voted in the last election.  How does that compare to the rest of Platte County?  The average turnout in Platte county was 12.99%, so WL was #1 in % turnout, substantially above the county average...however, the turnout in WL was lower this time around compared to the last two contested mayoral elections in WL.  This was in spite of the fact that there was a tax levy issue that I would have thought might spur more WL residents to vote.

Soon to be former Mayor Jerry Bos has listed his WL manse for $1.2 million, 6 bedrooms, 6 baths.  Make an offer.  The listing indicates taxes at $15,000, I assume it includes the most recent round of appraisals last year.

Feeding the Fish...

The water is on at C-point at the fish cleaning station, please if you clean fish, cut up carcasses and dispose over the deep side of the dock,, please do not toss between dock and seawall, the fish lay on the rocks and weeds and cause a bad odor for the pavilion area.(toss to deep side of dock, not near ramp area) ,also please wash cleaning table and area with hose to keep it clean for others to use.

Maybe those cleaning fish might want to take the carcasses home and dispose of the remains rather than tossing into the lake...I can't imagine having a party at the pavilion and having guests experience the distinct odor of spoiled fish guts...

That's The Spirit

You probably saw the announcement by Spirit Airlines of the start of service from Kansas City to a number of cities including Chicago, Detroit, Houston and Dallas.  They do have special fares right now if booked by April 25...They are absolutely a no frills airline but supposedly offer good fares (hard to compare with their introductory fares).  Their service map is impressive, take a look.  I don't know if I will fly them but they may have an impact on other carriers that serve the same cities...Detroit for one I have an interest.  About three weeks ago I needed to go to Detroit...round trip on Delta minimum $800, Southwest $500, so a price break might be attractive.  Surveys show Spirit does lead in one category...customer dissatisfaction.  So I guess buyer beware.

That being said it is ironic a new no frills airline is flying into KCI with all the hubbub about a new terminal and the drive by some to add frills to the airport experience.  I would believe the relatively low gate charges for airlines was a reason for Spirit's arrival.  It will be interesting to see if the upgrades and increases of fees to the airlines with whatever upgrades are made will have an impact on carriers like Spirit to continue service to KC.

Aiiiir Balll

When you miss the hoop and backboard completely...what do fans yell?  Aiiir Balll!

The KC Airport Advisory Committee met yesterday to purportedly give their recommendation to the KCMO City Council...not.  Some members were absent, traveling, etc so the final tally is delayed.  Redo will happen in May.  All members are submitting their "votes" via email regarding the choice of options for KCI.  Some members are balking at making a choice, citing a lack of necessary financial information to make tradeoffs on benefits vs cost.  Yikes.

Giga-Google

From today's Star:

GigaPower by ATT Uverse coming to KCMO?  "Kansas City officials said they spoke briefly with AT&T executives Monday and told them that the same deals made for Google Fiber would be available to make U-verse more robust" (comparable to Google Fiber).

"Cities that want AT&T, the company suggested, should consider cutting regulatory red tape the way Kansas City-area communities have for Google Fiber." Lori Lee, AT&T senior executive vice-president.

The interesting piece is some WL residents have had Uverse for over a year, particularly on the East Side, West Side not so much...Ok, ok I know you have it Steve, but down the street on Potomac we do not.  The suggestion is ATT would use the Uverse platform to introduce GigaPower, the ultra high speed internet service they have launched in Austin, TX...yes GF service is there as well.

Want to know if you have access to Uverse?...I would think by now ATT would have bugged the heck out of you...but...

The Rain on The Plains

We continue to fall behind on total rainfall YTD, some of the neighbors have already started to water.  A couple are on WL City water.  Could be a very long, and costly, summer if the rains don't pick up.  BTW, buried in the March minutes of the WL BOA was one line, "Mayor Bos stated that the KCMO water department has indicated it would raise the water rates by 10%".   As we know (and documented here) the rate increase passed on to city residents was about 24%, in advance of knowing exactly what the KCMO number would be.  Additionally, the City is closing in on a deal with ATT for antennas on the water tower, the revenue which many (including me) believe should go into the water fund.  There are no major water projects on the board so what's up with the rate?  Should be interesting to see if the BOA or Mayor review the $ involved.

Shopping At The Airport

 This appeared in the Star over a month ago, been meaning to post...yesterday's post made me think of it.
 
Another front page article in the Star. David Graham Long of the Aviation Department extols the benefits of a new terminal that offers more shopping, including even "spa services"...now that is something most air travelers need as they get stiffed on high air fares.

As is usually the case someone has to spoil the excitement spawned by the Aviation Department.

"Remember debt service for a $1.2 billion new terminal is likely to be close to $70 million a year...in terms of making a new terminal affordable, retail sales are not a well thought out argument". Joseph Miller, policy analyst from the Show Me Institute.

Up In The Air

Both the KC Star and KC Biz Journal have reported the Committee reviewing options for the airport will not present a specific recommendation to KCMO, but rather a menu of choices going forward. Not sure if that is good or bad but it certainly delays any decision to be made regarding MCI. My needs are pretty simple, somewhere to sit, a restroom, and if there is a delay, an outlet. Depending on who I am flying the outlet can be a challenge, but that is why I carry a small recharging device...so I am good to go, free to fly the friendly skies.

Disconnect-Waiting For Google Fiber

Today's KC Star, page A5.

"Google has decided to sell its TV subscriptions and ultrafast broadband connections in south Kansas City, Grandview and Raytown..."

"The firm aims to keep down construction costs by selling hookups only in areas where demand justifies the company's investment."

Where has the Mayor and BOA been the last two years? Asleep at the wheel. Despite substantial inquiries from citizens, especially in the past year, Jerry's response has been, "we needed to wait". That is from an email response sent yesterday by Bos to Pete Pierce and others in regards to the status of GF here. Jerry erroneously states all the current subscribers are in "Kansas City" with the exception of "Chapel Woods". Of course you know otherwise if you read the Star, access the GF web site...or heaven forbid follow this blog. The Mayor and BOA spent enormous amounts of time this past year discussing and deliberating about golf carts on City streets, GF not.

As noted previously, lame duck Bos appointed Alderman Clark to head up a GF Committee, and as he notes in his email to Pierce, "I'm sailing of(f) into the sunset, remember".

Indeed.

That's the message I got on my personal email today...yippee!  When I hit the Sign Up Now button and entered my address...pffffffffft..."we couldn't find that address".  BTW our friends in WildWood West, who have a deadline of 15 May for signing up, already have a Goal Met next to their FiberHood.

Tax Levy Passes for WLFPD

WL residents gave the green light to increasing the Weatherby Lake Fire Protection District to the max by a 62% Yes to 39%  No.  Many questions left unanswered in the Board letter to citizens prior to the voting on Tuesday.  There will be a public meeting in August to consider the exact levy increase.  I will advise as soon as I am aware.

Does Not Compute

The Park Hill School District and District Board got smacked down in their effort to jack up the levy to support the proposed levy.  Not even close as 60% of ballots said Nay.  The turn out District wide was low, 12% of registered voters cast ballots, but none the less those that went to the polls made it pretty clear to the Board.  The Board supported campaign sent mixed messages, was it for security or computers or both?  Voters didn't buy the tag line "For Your Future".  I think the Board ought to be prepared for more scrutiny in their stewardship of the District, this effort might have demonstrated where there collective heads are/were.

Ironically, voters didn't punish the incumbent Board members up for election.  Neither Bolin nor Lee were seriously challenged as they were re-elected, while Blackburn, who some saw as a change agent,  missed making the Board by 6 votes (Klein made the 3rd spot by that margin over Blackburn).  What next?  Although corporal punishment isn't allowed in the schools the Board did take a beating on this one.

Clark Wins

Don't want to overlook the winner of the West Ward alderman race.  Steve Clark won in a landslide, 218 to 52 over Soendker.  Steve brings his previous experience of East Ward alderman as well as community involvement to the BOA...much needed in my opinion.

Tanya Finn was unopposed in the East Ward.

Botbyl Moves to The Middle

The election results are in as Patrick Botbyl beats Alan York to succeed Jerry Bos as Mayor.  Pat will be moving from his seat next to Jerry at City Council to the middle seat occupied by the Mayor at the next BOA the first week of May.  The election was not close, with Botbyl picking up 66% of the votes cast (Botbyl 387 to York 194).  The voter turn out was less than one would expect with the mayoral contest and a school district levy on the ballot.  There are currently 1,518 registered voters in WL, so indeed a minority of voters selected the Mayor for the next two years (about 25% of the registered voters blackened the oval for Botbyl).  East/West sides had the about the same turn out.  But as they say in the sports world, a W is a W.

So, the mayor-elect won't have to worry about constructing a To Do list, a bunch of items out there to be addressed, such as:
  • The vacated West Ward alderman spot, will need a nomination and confirmation for the remaining year.
  • The Bos road plan is in serious need of revision.  The projected 20 year road life in the City is way off, Weatherby Drive, paved during the Bos administration, is an example of roads gone bad.  Too much to pave, with not enough funds to pay will be a pain.
  • Botbyl may choose, or not, to address the issue of the botched water rate.  
  • Succession planning for Public Works and Police.  
  • Multi-family/Patio homes @ Westridge.  Jerry and a majority of the BOA had not been interested in changing our community to allow anything but single family dwellings.  Expect proponents of changing the city code to make a run for it.
  • Google Fiber.  There does seem to be a grass roots interest in Fiber.  Botbyl certainly did not signal an interest in Fiber, quite the contrary.  Will the BOA or citizens change his view?
  • Monuments.  Hate to bring this up, but at this point it is a West Side deal and Pat of course is from the West Side.  The Mayor and BOA are in a pickle.  It is not (yet) a taxpayer initiative, but a privately funded effort administered by the City.  That effort has run out of gas.  As the soon to be Ex-Mayor Bos leaves the building (and possibly the City) what is the next step?  Your move Pat.
  • KCMO sewage pump stations.  There really has not been a serious attempt by the City to force KCMO to do everything possible to avert a sewage spill disaster into the Lake.  U Cove continues to be a silent ticking time bomb.  The next huge flash rain event could do us in...talk about property values plummeting.   Poo floating in the lake with signs all over announcing the lake is Closed isn't exactly compatible with the Welcome Wagon.
So, congrats to Mayor-Elect Botbyl.  Welcome to the Middle/Hot seat.

I received some items in email yesterday, thought I would comment.

Addressed to "Friends at Weatherby Lake, they ask you to vote for Pat Botbyl, pointing out "his experience as mayor of their former community in New Jersey"  and" his organizational skills from years of working for several Fortune 500 companies".  Trouble is they don't point out how Pat intends to employ the experience and skills here in WL, and he hasn't campaigned on any specific issues.  If you have been in sales, you will recognize the promotion of lots of features, but no benefits to you the WL resident.

Either it got lost in the mail or I am not on Jerry's A List...but "Dear Resident",  Jerry points out Botbyl is "fiscally responsible", again no evidence of that offered, just take Jerry's word for it.  "He has lots of prior experiences that will serve us well"...yikes, see my comments about the Lapp email.  According to Jerry, Botbyl will "provide 24 hour police service, keep City Hall open Monday through Friday, maintain our Community Center for residents use and continue to unite our community"  I don't think those are issues for either York or Botbyl...odd, isn't it?

"Hello to my good friends and neighbors...a few people have asked about my opponent' comments regarding cutting the water bill by 24%...the effect is minimal"  Pat misses the point.  He followed Bos' lead of increasing the water rate without even knowing what the rate would be from Kansas City, fiscally responsible?  Secondly, Pat should check his math.  If he waters his grass this spring/summer (or you) it could run hundreds of dollars more than last year.  Call it minimal if you like.

York for Mayor

I am voting for Alan tomorrow, and here is why:
  • Experience-both candidates for Mayor have "experience".  Alan's experience includes service on the BOA as an alderman and Mayor.  He has zoning experience plus was on the WL Planning Commission.  He maintains longstanding relationships with Platte County officials, important because we are not an island but very much a part of the Platte County scene.  He has been a proponent of using the Missouri Municipal League (MML) as a resource for the City
  • Alan has an MBA with an orientation in Finance.  He has in depth knowledge of public finance, public law affecting finance and Missouri policy issues as they impact small communities such as ours.  He is an expert in the levy process.  Alan has been following the water rate policy as implemented by the current Mayor and his campaign post cards have spoke to that issue.
  • Leadership comes easy when times are easy, when Alan became Mayor the City faced a tough financial challenges where difficult decisions had to be made.  It was because of his leadership  that the City weathered the storm and set up the prosperous years after his term.
  • Experience at Weatherby Lake is important when leading Weatherby Lake.  I know Pat Botbyl claims to be experienced...a Mayor in Hawthorne, NJ in 2008.  WL is much different, no City Administrator ($120,000) here to run the day to day business of WL.  Alan has done it and done it well.  Pat is still "learning the ropes" @ WL.  He will make an able Alderman if he is not successful for his run for Mayor, and that will be good for the West Side.

Tuesday Ballot Issues

If you vote on Tuesday, and I hope you do, there are three ballot issues that will need your attention, two in regards to the Park Hill School District:
  • "Shall the Park Hill School District of Platte County, Missouri be authorized to increase its adjusted operating tax levy 32 cents per one hundred dollars of assessed valuation, and to use such funds for instructional technology programs and improvements (including the Future Learner Project, "FLIP"), safety programs and improvements, and the operation of its schools"
Today's Star editorial page recommends a "Yes" vote, I am voting "No" (funny how the Star and I never seem to be on the same page).  Here is why I am voting "No".  (a quick aside, part of the reason we moved "up north" from KCMO in 1999 was the prospect of having our kids attend KC School District...NOT...or enroll in private schools.  Park Hill seemed to be a better solution...and it has been)  I was asked to be a parent member of an advisory technology for PH School District two years ago.  We were reviewing a five year plan which included the possibility of providing computers to every student in the district, the so called 1 to 1 option.  There was a fair amount of excitement about the idea...during the discussion I asked the question...What if a child goes home with a computer and they do not have access to the internet?  There are a fair number of students who come from low income families where the No Net situation occurs...a problem.  We also discussed the massive challenge of IT support for the thousands (there are 10,288 students in the district) of potential computers...no solution other than $$$.  Finally, there is no evidence that 1 to 1 will boost the district performance on standardized tests, as a matter of fact a recent Star article quoted an educator who cited statistics showing countries that performed better regarding tests without 1 to 1.  I think the levy proposal is expensive without providing evidence of the benefit.  No.

The second related issue is the election/re-election of School Board members.  You have three votes to split among Lee, Scott, Bolin, Klein and Blackburn.  Bolin and Lee are incumbents.  I am voting for Blackburn, he is the only one that seems to question the levy issue, the Board needs a new face with questions.  I am not going to use my other two votes.

Weatherby Lake Fire Protection District Ballot Question

I bet many of you didn't know we had our very own Fire Protection District.  We do and the three members of the district toil in virtual anonymity.  Their duty is to act on our behalf to manage our agreements, in this case, with South Platte Fire, our current provider of fire protection.  They also provide first response to medical emergencies, you probably have noticed the truck responding to a neighbor in distress when there is not fire emergency (WL Police and AMR (ambulance) also respond as well).  The WLFPD is asking for an increase in the levy to the max ceiling provided by law of $1.13 of assessed valuation.  The WLFPD recently sent a letter out to citizens explaining the issue.  It was a rather convoluted explanation that left me (and others) with lots of questions.  Has the WLFPD investigated anyone else for fire services (KCMO)?  Have they considered just contracting for fire and not non-fire emergency response?...is AMR providing adequate response to make non-fire redundant?  What role has TIF played in the calculation of our rate from South Platte?  (Okay, an explanation of  TIF would send this post into overtime...but note Parkville is using the TIF argument in its protest of the transportation tax distribution with Platte County) (We do not have a TIF).

I would lean to vote "No" because of these unanswered questions...but at the same time I do not want to hamstring the WLFPD board members.  They note in their letter there will be a levy rate hearing in August.  I think engagement with the members prior to that meeting would be in order.

My vote "Yes" to the levy question.

West Siders Only

Sorry, this is for West Side residents, East Siders you are free to roam WL.

I received a campaign letter from Steve Clark yesterday, you may have too...if not probably today.
He is the incumbent West Side alderman.  Jim Soendker is the other person running, I don't know him or anything about him other than what was posted in the Star earlier this week.

About Steve.  Full disclosure, I served with Steve on the BOA when he was an East Side resident.  I never knew him before I joined the BOA.  He earned my respect as he never shied away from controversy or hard questions, and we faced more than a few.  I didn't always agree with him but I always knew where he stood on an issue, no mealy mouthing, no politically correct blather.  Thoughtful, always open to listening, and heaven forbid, even changed his mind a couple of times when presented with facts.  It was a loss when he moved from the East Side to the West and thus his seat on the BOA.  It was a great choice to appoint him to the BOA to fill Vic's spot.

You might have noticed his vote on the water rate issue..."No".  I think his vote was stimulated by the fact the BOA was asked to increase the water rate (by Bos) without seeing the rates from KCMO, which finally came last month.  Sure enough, the rates revealed by KCMO to make our rates do seem to be excessive.  BTW, these rates earned a two millisecond mention during this months BOA, without specifics provided to the gathered public in the audience, I guess Jerry, Pat, and Tanya (Brian absent) were ok with it.

Steve was appointed by Bos this last meeting to head up a committee to investigate Google Fiber for WL.  While I don't think a committee is necessary, if the mayor opts out like Bos did, at least somebody stepped up...that is Steve.

In any regard, my fellow West Siders, I am voting for Steve for West Ward alderman.  He has a proven track record and will represent us well.  Oh yeah, bonus points, he is a good guy too.

Okay, I know a few of you sneaky East Siders have been spying on this exclusive West Side communication.  You may do well to start to look for a Steve Clark kind of person (male/female) on your side of the lake whenever the call arises.  Because it will.

Another Off Budget Purchase

During the Police Chief's report he presented the BOA with a proposal to purchase a mobile radio for the second squad car.  (this probably should have been done when the original radios were purchased but resistance by one particular female alderman stopped that).  Gary explained the $3,500 price tag would be partially funded by donations from the Women's Club and the St Pats organization.  The amount to be donated was estimated between $1,800 to $2,000 and the City funding the remainder.  Jerry asked whether the donated funds included the recent St Pats event, noting it was well attended.  Gary said the donations were prior to the latest beer blast.  Jerry thought maybe Daryl (Coleman, head of St Pats Blast) should be contacted.  At this point Alderman Clark asked if the purchase was in the 2014 budget...answer, no.  City Attorney John opined there would need to be a resolution for the purchase because it was off budget.

Opinion:  I think Gary made the case for purchase of the radio, with or without donations, it is needed equipment. No problem.  I do have a problem with the item not being in the budget, the Mayor and Chief should have submitted the request as part of the 2014 budget, the need was apparent last year.  It is another example of Jerry counting on donated funds to cover an expense (See EAG) and coming up short...had the funds been available in Jerry's mind it would have been a simple in and out transaction.

The discussion of the radio died, no resolution was offered by an alderman, so the Chief was left to pin down the final donation total for the next BOA...and no radio.

During Public Comments:

Question for the Mayor The agenda does not indicate a report from the Entrance Advisory Group Committee: (EAG).  Will there be a report from the EAG?
Answer: No
Question:  The Financial Report offered to the public in attendance does not have revenues for the EAG.
Answer:  The full financials which the aldermen have indicates around $20,000 in revenue in the EAG account.

So, in Jerry's last BOA meeting (the new Mayor will take over at the May meeting) his summary of current action by the EAG is "no".  The single largest city project since the water tower languishes, no apparent leadership, no vision for the future or at least it has not been shared with the citizens.  Project dead?  Let's just say it is on life support.  Lots of lessons to be learned.  In the meantime the "retro" entrances @ Potomac, West Side,  & Kerns will have to do.  At least keep the weeds down, right?

After a hiatus from attending the monthly meeting, it was back in the saddle for me, along with 4 other citizens who attended the proceedings.  Alderman Stevenson was not in attendance.

A work session started at 6:30 to review changes to the Employee Handbook.  Mostly updates to be in compliance with the Feds and state.  City Attorney John along with partner Scott will prepare draft based on comments from the Mayor and BOA, possibly for final next meeting.

Jerry acknowledged during his Comments that he had received a "significant" number of phone calls and emails from citizens interested in Google Fiber.  Apparently WL resident Mary Florence has had a fair amount of interaction with GF in downtown KCMO and might be a source with her connections to GF.  Bos mentioned there had been contact with a person named Rachel Hack (sp?) at GF and was told there are no intentions to come to WL in the near future and that they would "be in touch".  Jerry posed the question on "how aggressive do we want to be?".  General discussion included horror stories of infrastructure being torn up in preparation for GF.  Jerry observed some of the City has utilities on poles while some not (Westridge) possibly complicating the install.  The mayor quizzed yours truly regarding the existence of utility poles on Potomac (there are) but some of us have buried utilities including Time Warner...I presume GF would be no better/worse than others.  I guess that is the key, there have been no serious discussions regarding GF with GF and the discussions at council to date are mostly presumptions.

Bos has shown little leadership on issues like this in the past and because of his lame duck status opted to establish a "committee" to further investigate the issue.  Alderman Steve Clark will be the council designate and WL resident Rick Footer who spoke in favor of GF volunteered to be part of the posse.  I assume Mary Florence will be asked to join as well.  So the grass roots will have to drive the issue, I would highly recommend contacting Steve Clark (presuming he will be elected next week) and/or City Hall to throw your hat into the ring, if you have a passion and need for high speed.

UPDATE on Tonight's BOA

For those of you interested in the whole Google Fiber issue, I have to advise you it will not be discussed this evening as mentioned in my last post.  I mistakenly read the agenda regarding Mayor's Comments.  The agenda reads "Noodle Fiber", apparently referring to Mayor Bos' discovery of a new food supplement he would like the Council to endorse via a Resolution.  My apologies to the Google crowd.

Tonight

WL monthly BOA meeting starts early with a work session (6:30PM) regarding the employee handbook followed by the regular meeting. Google Fiber is listed on the agenda under the mayor's comments...A DOA topic now brought back to life apparently. If you have a high interest in Fiber this is your chance to see where the city leadership stands.

Community Center or C Point

You probably got the invitation in the mail for the Open House on April 12th, 2014, for Jerry.  Thought it was interesting that the luncheon is being held at C-Point rather than the Community Center.  On the other hand the Open House for Gary on April 27th is at the Community Center.
