The Rain on The Plains

We continue to fall behind on total rainfall YTD, some of the neighbors have already started to water.  A couple are on WL City water.  Could be a very long, and costly, summer if the rains don't pick up.  BTW, buried in the March minutes of the WL BOA was one line, "Mayor Bos stated that the KCMO water department has indicated it would raise the water rates by 10%".   As we know (and documented here) the rate increase passed on to city residents was about 24%, in advance of knowing exactly what the KCMO number would be.  Additionally, the City is closing in on a deal with ATT for antennas on the water tower, the revenue which many (including me) believe should go into the water fund.  There are no major water projects on the board so what's up with the rate?  Should be interesting to see if the BOA or Mayor review the $ involved.
