Botbyl Moves to The Middle

The election results are in as Patrick Botbyl beats Alan York to succeed Jerry Bos as Mayor.  Pat will be moving from his seat next to Jerry at City Council to the middle seat occupied by the Mayor at the next BOA the first week of May.  The election was not close, with Botbyl picking up 66% of the votes cast (Botbyl 387 to York 194).  The voter turn out was less than one would expect with the mayoral contest and a school district levy on the ballot.  There are currently 1,518 registered voters in WL, so indeed a minority of voters selected the Mayor for the next two years (about 25% of the registered voters blackened the oval for Botbyl).  East/West sides had the about the same turn out.  But as they say in the sports world, a W is a W.

So, the mayor-elect won't have to worry about constructing a To Do list, a bunch of items out there to be addressed, such as:
  • The vacated West Ward alderman spot, will need a nomination and confirmation for the remaining year.
  • The Bos road plan is in serious need of revision.  The projected 20 year road life in the City is way off, Weatherby Drive, paved during the Bos administration, is an example of roads gone bad.  Too much to pave, with not enough funds to pay will be a pain.
  • Botbyl may choose, or not, to address the issue of the botched water rate.  
  • Succession planning for Public Works and Police.  
  • Multi-family/Patio homes @ Westridge.  Jerry and a majority of the BOA had not been interested in changing our community to allow anything but single family dwellings.  Expect proponents of changing the city code to make a run for it.
  • Google Fiber.  There does seem to be a grass roots interest in Fiber.  Botbyl certainly did not signal an interest in Fiber, quite the contrary.  Will the BOA or citizens change his view?
  • Monuments.  Hate to bring this up, but at this point it is a West Side deal and Pat of course is from the West Side.  The Mayor and BOA are in a pickle.  It is not (yet) a taxpayer initiative, but a privately funded effort administered by the City.  That effort has run out of gas.  As the soon to be Ex-Mayor Bos leaves the building (and possibly the City) what is the next step?  Your move Pat.
  • KCMO sewage pump stations.  There really has not been a serious attempt by the City to force KCMO to do everything possible to avert a sewage spill disaster into the Lake.  U Cove continues to be a silent ticking time bomb.  The next huge flash rain event could do us in...talk about property values plummeting.   Poo floating in the lake with signs all over announcing the lake is Closed isn't exactly compatible with the Welcome Wagon.
So, congrats to Mayor-Elect Botbyl.  Welcome to the Middle/Hot seat.

The Anit-York crowd continued to try and pin the tail on York for the closing of the Community Center, prior to the Bos years...of course that was and is Urban Legend. The City was in financial straights and unlike you or me, has to, by law, balance the books. The BOA at the time did. Fast forward to today. The CC is still a money loser, conservatively $10,000 a year and growing as expenses creep up. Jerry was prone to whine about the cost of city streetlights, but not a peep about the CC. There has never been a serious examination of the CC since Bos took office...At the very least Botbyl...and the BOA, need to take a look without succumbing to the squeaky wheels. If Botbyl has the business acumen he says he has, the CC should be on the list.

I think this election emphasizes how disconnected the city leaders have become from the citizens. The web site is not kept up to date. The mayor doesn't really say much in WLL and it is usually stale by the time WLL comes out. Mary at least sent out an email once a month to let me know what is going on. Nothing from Botbyl. I know someone is going to say I need to go to the meetings, that is what I was told by someone at WLIC. Really? Both Bos and Botbyl want me to be more involved...in what?

Committee and Board appointments usually are reviewed about this time of the year as some expire or folks resign/leave the city.

Alan York offered to maintain a blog so all could keep up to date on the latest and greatest at WL. Would hope the new mayor would consider this communication.

George Lowman and Gary McMullin are retiring? I know there is a 40yr thing for Gary but didn't know he was retiring.

Botbyl has made it clear that he intends to make community communications a priority. York was not the first tout this. It was coat-tail politics.

558 - As a Westsider, Botbyl, as an alderman, told us he would have a monthly email (Like Hoy), but never did. Even Bos said he would communicate with us using electronic means. I don't believe WLL filled that promise. WLL is sporadic, not monthly. I'm not holding my breath. I have never seen any in writing from Botbyl that he said anything about communication. I think what we are going to end up with is a another Bos-like Mayor - un-engaged.

920 - Right on. The website is not a priority at City Hall. I was looking at the Board minute section the other day. I've never seen such a mess. Some months minutes don't match the date etc. There are times when minutes from 2 months ago are not even listed in a timely manner. Who updates the website, is it Gwen? Someone needs to have a chat with whoever does and tell them to take this seriously.
