Barry Road (West) Update

BARRY ROAD, WEST
Potomac to Chariton

Scope of Work:

Platte County is working with the City of Kansas City Missouri to design and construct Barry Road from Potomac to Chariton based on an ultimate three lane road with bike lanes but only build a 28 foot wide portion of the roadway with two 14 foot lanes. This improvement will still provide 2 travel lanes, curbs, storm sewers, sidewalks, streetlights and vertical safety improvements. These improvements should work with the existing budget.

In the future when traffic demands increase and funds are identified for construction the remaining portion of the three lane roadway may be completed by the city of Kansas City.

Design:

SKW (Shafer, Kline, and Warren) will be meeting with the KCMO Water and Sewer Departments on March 29, 2010 to verify water and sewer relocations, as planned by the City, will coincide with the project design. If any changes are necessary, SKW will make amendments and issue the final drawings for bidding/construction purposes.

Property Acquisition:

The County is in the final stages of acquiring right-of-way and temporary easements. Currently the County is waiting for lien holders of four properties to return fully executed Partial Deeds of Release which will concur with the property owner’s desire to grant right-of-way across their property. Three owners have not agreed to use of their property, thereby causing the County to implement condemnation procedures that should be complete by the end of April 2010, giving the County access to the property for the purpose of constructing the project.

Utility Relocation:

The County is currently finalizing an agreement with MGE to relocate a 6” natural gas line within the construction area. All other utilities have been relocated or will be completed during road construction.

Platte County will continue holding coordination meetings with all the utility companies, Kansas City and the design engineer (SKW) to ensure compatibility.

Bidding:

Platte County’s goal is to bid the project in May 2010, pending successful design and property acquisition.

Construction:

Construction of Phase I (Chariton Ave. to approximately West Side Dr.) is currently anticipated to begin in summer 2010.

Westside residents need to be prepared to only have access to and from by driving south. At least Wildwood traffic will be down. KC will probably effectively cut off Weatherby from Barry road for years to come based on what they've done for the bridge. Will our elected officials be a voice?

I'd like to know exactly how emergency assistance will reach the Potomac, Pleasant Ford, Hillside, and Westside corridors!!!!
