I will make a bet. The BOA will be unable to make a decision tonight and will have to study it further, have a town meeting, have our attorney look into it, establish a committee, all the while cowering from the assaults of the golf cart cartel. They will then draft an ordinance nicknamed the White-Bugg law, named after two of the petitioners.
I wouldn't have taken the bet, and ANON you were perilously close to being correct. The three months of discussion at the BOA did not indicate a clear picture of where the aldermen stood, turns out it was 50/50 with the Mayor calling the idea out of bounds.
